There are many serious problems we meet nowadays, social problems such as corruption, sex discrimination, organized crime, environmental problems such as air pollution, destruction of the ozone layer, economical problems such as bribery, embezzlement and problems of security such as proliferation of mass destruction weapons, terrorists attacks. Some of them are immediate problems while the others are coming problems of the future.
In 1998, many regions of china were stroke by floods. In southern china, the Yangtze River, the biggest one in china, flooded, threatened millions of people lived around the river in about 9 provinces. Farmland and houses were destroyed and many people were helpless and homeless even some of them lost their lives. Economical losses were over tens of billions Yuan. Lacking of food and clean water, infectious diseases might outbreak that would cause more deaths. Cities in which lived millions of people like Wuhan, Jiujiang, Tongling were in danger to be flooded. The Chinese government took actions to help people in trouble. Embankment was reinforced, large amounts of food, water, medicines, clothes, tents were sent to flooded regions, even military troops were indicated to take every possible actions to offer help. Finally, though paid high price, China survived from this disaster. Reconstructions funded by the government proceeded successfully. In such cases, government should focus more on solving current problems of today.
Nevertheless, anticipated problems of the future should not be ignored by authority. As we known, the serious 1998 floods in China, to some extent, was caused by environmental problems especially soil erosion. With the rapid economic development, demands for timber substantially increased. In order to make money, villagers lived in Sichuan Province-upper reaches of the Yangtze River-cut many trees so forests which could conserve water after heavy rains were destroyed. Therefore, during rainy season, the net flow of water easily increased by two or three times and the floods generated. In addition, soil erosion made riverbed elevation of the Yangtze River, so embankment should be reinforced and heightened year by year. However, this problem was not immediate problem in China over ten years before 1998 and was ignored. Ignorance of the problem of future, China paid high price to realize that. Projects like natural forests protection, returning farmland to forest and grassland were carried out in order to protect and recover the ecological system in source region of Yangtze River.
In conclusion, governments should focus more on solving the immediate problems of today, in order to sustain stability of society and survive people in trouble. Meanwhile problems of the future should not be ignored or much higher price will be paid in the future. |
