The author concludes that establish strict laws that limit new building construction will have no effect on average housing prices in Maple City (MC). The author's reasoning seems to be reasonable, however, this argument contains several flaws, which render it unconvincing.

To begin with, the mere fact that Chestnut City (CC) has never established any laws that limit new building construction but has the experienced an increase in average housing prices similar to Pine City (PC) who established strict laws designed to limit the number of new buildings that could be constructed in the city does not mean the laws limiting new construction have no effect on average housing prices. Without sufficient information we do not know what the geographical situation in CC, it is entirely possible that there are many mountains and several rivers or some places which are not suitable for construction. For that matter, there are fewer constructions in CC than PC, thus even without law, the average housing prices will be increased. And the author also provides no evidence that the increase of average housing prices in PC is caused by any other reasons. Lacking enough information, the author cannot draw any conclusion on this competition.

Secondly, even this competition can mean the laws' limiting new construction have no effect on average housing price, the author's assertion cannot convince me. This competition cited by the author happened twenty years ago. Is this situation still similar to that one? We do not know because there is no evidence in this argument. Maybe things changed and the law can have much effect on average housing prices.

Another problem with this argument is that the author unfairly assumes that if the laws' limiting new construction in CC and PC have no effort on average housing prices and such law would not be effective in Maple City (MP). On one hand, they are different places with different situations. They have different numbers of people, or have different situations of traffic. On the other hand, the laws may be very different from those in PC. The law’s ineffectivity in PC does not mean the same in MP. Maybe the laws are stricter in MP than that in PC, for that matter, the laws that limit new building construction will probably have much effect on average housing prices. Without sufficient evidence to substantiate this assumption, I am not convinced.

In summary, this argument is not persuasive as it stands. To better support the conclusion, the author should provide sufficient evidence and information that the laws that limit new building construction have no effect on average housing prices and the situations of MP now and PC twenty years ago are similar enough to convince me that the laws is no ineffective on average housing prices.
