题目:ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."

In this argument, the author suggests that homeowners in Deerhaven Acres should establish their own set of restrictions on landscaping and housepainting in order to get their property values increased, on the basis of the tripled property values in nearby Brookville after adoping such restriction. It suffers from a series of logical problems, and is therefore wholly unpersuasive.

Firstly, there is no information available to justify any causal relationship between adopting restrictions on houses and tripled their property values. It is entirely possible that the regulation on the appearence of the yards and colors of the exteriors of homes seems so humdrum that the migrators or the investors consider these houses as bad designs, which could make them not interested enough to perchase these houses in high prices. Thus, restrictions on houses, although may cause the appreciation of the houses, may also result in equally that the property values depreciation. On the other hand, the fact that the increment of the real state may result from some other cases. Perhaps the goverment there had raised the tax rate of the housing trade, or perhaps the industry in Brookvile boosted, attracting so many foreigners that the number of house-buyers exceeded the supplication of homes markedly, which would definitley lead the rise of the price of the houses through the market machanism.

Sencondly, the letter makes a faulse analogy between Brookvile and Deerhaven Acres that, even though the restrictions are the key factors of Brookvile's tripled property values, it can not be predicted the ascension of the  property values in Deerhaven Acres after adopting their own restrictions. Deerhaven Acres, although not far from Brookvile, may have some distinctly differences. Maybe the predilection of the house buyers in the two towns are dissimilar. Perchasers in Deerhaven Acres, if mostly constitute of the young, may prefer individuational fitment to the trim districted ones. And perhaps the houses in Brookvile were constucted in such a good order that restrictions on their appearance made them very magnificent. While houses in Deerhaven Acres may located dispersedly, which bardian ornament may make them more beautiful!

Finally, the community's action operated seven years ago, which could not demostrate that the same action done at present will bring on the same results since many factors, such as inflation, the entironment, the tax on house bargin and the number of the residents, may have changed. Any of these factors, if changed, will affect on the price of houses. Therefore, even if the two assumptions above are well reasoned,  we can not deduce that Deerhaven Acres' property values will increase after an adoption of restrictions.

In sum, the author must provide more information about why houses in Brookvile have got appreciated and details  of the conditions of both Brookvile of seven years ago and Deerhaven Acres in nowadays, otherwise, I can not accept the author's implicit claim that adopting their own set of restrictions on landscaping and housepainting will give them a property value increment.
