In this argument the editorial suggest that city council increase its budget for improvements to the public owned lands along the MasonRiver based on the assumption that recreational use of the river is likely to increase . However, after scrutiny I find it suffers from a few flaws.

First, the writer asserts that residents use the river for recreational activities less than they should. To support this, results of surveys of region’s residents are given , but it is insufficient to prove the assumption. Although water sports is ranked as a favorite form of recreation , it does not necessarily mean that residents spend much time on them . Maybe hard work , little leisure ,high cost , fondness of other activities as well as other factors prevent residents from play water sports , although they are interesting in . Moreover, even if people frequently play water games , river may not be a good place . Maybe swimming in pools, fishing and boating in lakes is better choice than river. Without convincing evidence I can not believe that residents would like to play in MasonRiver.

Secondly , even if residents want to play in the river, it is unfair to make the quality of river for the reason of the little use of the river .The fact that complaints exist can not show neither the quality of the river nor most residents opinion. It is possible that only a few residents are dissatisfied with quality of water while most residents not and in fact the river is clear . Moreover, other reason may contribute to the situation beyond poor water quality such as too fast water speed, too deep water level , too far from living communities . If any of these case is real , then only by cleaning up the water can not increase use of the river and the conclusion is invalid .

Finally , it is too hasty to get the conclusion that budget need to be increased without showing detailed information about current conditions publicly owned lands. Since the writer do not illustrate the relation between recreational activity and lands along the river, it is reasonable to doubt the need of improvements . Even if condition of lands is of significance , whether more budget is required is uncertain. Maybe current condition is already satisfying , or maybe current budget is sufficient for the improvements. Unless more evidence is given , I can not agree that budget should be increased .

In sum , the conclusion is convincing . In order to better prove it , the writer need to show more information to justify that cleaner water will appeal more residents as well as that more money is needed to improve the lands along the river.
