The speaker asserts that Government should lay as few as possible restrictions on scientific research and development, that means, try to make scientific research go wherever it prefers. However, the speaker overlooks the demerits which will occur owning to the extreme freedom of scientific research. Through comprehensive analysis of the advantages and disadvantages of free-chosen in scientific investigation, to my point of view, Government should guide the scientific research to gain benefits of human beings as a whole.
As we all know, the progresses in scientific research and development have greatly contributed to human culture and social evolution, which were widely viewed as a basic principle of social change. For example, the invention of telephone as well as the recently appeared mobile phone, have made the mutual communication more convenience and efficient among people. While taking into account the benefits brought by the scientific research, we should agree that the scientists ought to have more room to make free choice to the subjects they are really interested in and good at to optimize their inspiration to engaging in research. For that matter, they will further the development of human beings through constant and struggling endeavor leaded by their passion on the realm they truly loved. Were the scientists guide by compulsory force from government to the subjects they do not intent to involve, no far-reaching and fruitful outcomes will expected to be carried out.
In addition, we can see that each branch of scientific circle develops norms and regulations, which specify how its special functions are to be carried out and ensure the right direction of the research, that are comprehensively held by other scientist all over the world. And those who break such norms will be surely denounced and segregated by the other scientists. For instance, the investigation of the human cloning in medical technology was forbidden due to its vital impact on the ethic and moral. Similarly, the research in nuclear weapon announced by the government will affirmatively cause the global opposition and then will be difficult to carry on. Hence, considering the spontaneous restrictions in scientific circle, government should leave room for scientific research to go out of its way to access to accomplishment without placing many restrictions on it which, otherwise, will probably counterproductive. The following case can be a good example to illustrate this point. The European countries during Middle Age, constrained the development of science to maintain their dominion on people and slaughtered many famous scientists brutally such as Copernicus and Galileo, which leaded to the immeasurable lose on the scientific history.
However, there will also be adverse consequence if government pays no attention to restricting the scientific research and development. Admittedly, the development in science and technology has also brought about some vital problems to human life. Among which the most obvious and universally awarded one is the environmental problem which is the byproduct of the scientific and technological development. Government is obligate to resolve this problem through political means, which is beyond the power of any scientific institutions, to control and guide the direction of scientific investigation for the sake of human beings as a whole. Otherwise, the people who share the fruits of scientific development will suffer greatly at the same time or sometime in the future as well as the government itself.
Overall, we should access to the conclusion that government should put neither too many nor too few restrictions on scientific research and development. How to deal with this problem is one of the most important tasks of government. In my opinion, however, government should evaluate the merits as well as the demerits of the freedom in scientific research on the criteria of the maximal benefits of human beings, encourage the sound and significant researches and lay restrictions on the ones from which destructive outcomes may occur.
