I fundamentally agree with the assertion that a public offical must maintain the highest ethical and moral standards in order to be an effective leader. Furthermore I believe it is the basic requirement for an effective leader.

The chief reason I agree with the assertion lies in the standard we choose public leader. Generaly, the people who maintain the highest ethical and moral standards are regarded as a good man. The public leader, who are chosen as the model of common people, should meet this requirement. That is to say they should be good man. It is highly unlikely we vote for someone with disreputation as our leaders. To illustrate this point, you need look no farther than the election campain, not matter they are the prisendential election or the local election, the candidates who were found involving with a tiny scandle will surely lose the election. In short, Only maintain the highest ethical and moral standards, can one be choose as public leader.

Another reason is that I believe besids winning the campain maintaining highest ethical and moral standards can help the leader be effective in his work. First, the leader with highest ethical and moral standards can easily accepted and supported by his citizens , helps him bulid a harmonous atmosphere which will in turn render his works effective. Second, the highest ethical and moral standards will keep him from the scandles such as corruption, brobery and so forth. It is the inherent nature for these kind of leaders to refuse the company with these negative things. Third, These kind of leader can win the suport of his fellows, they may be regarded as models of their coworkers. It is not too hard to belive that they will cooperate well and serve for the people with their heart and win the support  for their team from the mass public. Thus it is safe to say that it is maintaining highest ethical and moral standards that make the public leader run the government effectively.

Those who don't agree with the assertion may point out that the one without the strong ability in management cannot be called an effective leader even though he  maintains highest ethical and moral standards. I concede that strong ability is also an important quality of an effective, However it cannot be placed before the high ethical and moral standards. Supposing a leader who has strong ability but fails to use it for the service of public, who seeks interests of himself at the cost of infliction of public interests. How can we say he is good leader, he is even not a good man, let along to be a good leader or an effective leader.

In sum,  maintaining highest ethical and moral standards is the decisive quality of an effective leader. Only those have his quality can win the support from the voters to have the chance to serve for the public and then can run an effective government to fulfill their obligation to serve for the public at best.
