This issue presents a point of view that to be an effective leader; a public official must maintain the highest ethical and moral standards. However, with my reflection, I tend to disagree to some extent while I believe that an effective public official needs ethical and moral standards but not the highest ones, and other qualities such as flexibility, ability to strike a balance and so forth.

First of all, it is surely that some basic ethical and moral standards should be stocked to for a public official; otherwise outcomes which are unwilling to see for everyone would show up. Consider, for example, Watergate event, A scandal involving abuse of power by public officials, violation of the public trust, bribery, contempt of Congress, and attempted obstruction of justice, which caused great damage to the develop of the United States. Under this circumstance, we are clear that the stabilization and development of the society calls for their officials maintain the fundamental ethical and moral standards.

Secondly, to be an effective leader, an official should be flexible when facing problems and be diplomatic when dealing with public issues. I remember clearly an aphorism (and I paraphrase): I lead best when I help others to go where we've decided to go. I lead best when I help others to use themselves creatively. I lead best when I forget about myself as a leader and focus on my group their needs and their goals. To lead is to serve to give to achieve together. From this point of view we know that while maintaining the basic ethical and moral standards, a leader should think more about how to lea best.

What is more, maintaining the highest ethical and moral standards sometimes deter a leader to behave effect? For example, everyone should obey traffic rules when driving a car, but when it comes to a public official, there is an urgent event to deal with, should the official stop his or her cars and wait the green light to go on? If he or she chooses to stop and wait in order to maintain the highest ethical and moral standards, then I cannot call him or her an effective leader.

To sum up, we are now clear what an effective leader is, and what the leader should do when facing ethical and moral issues. Maintaining fundamental standards guarantee the leader's behavior in the acceptable spectrum, and learning to be flexible makes the leader effective.
