ARGUMENT227 - The following appeared as an editorial in a local newspaper.

"In order to attract visitors to Central Plaza downtown and to return the plaza to its former glory, the city should prohibit skateboarding there and instead allow skateboarders to use an area in Monroe Park. At Central Plaza, skateboard users are about the only people one sees now, and litter and defaced property have made the plaza unattractive. In a recent survey of downtown merchants, the majority supported a prohibition on skateboarding in the plaza. Clearly, banning skateboarding in Central Plaza will make the area a place where people can congregate for fun or for relaxation."

Facing the decrease of more tourists and residents visiting the Central Plaza, the arguer suggests to ban skateboarding users who throw little and defaced property. To solidify his claim, the arguer cited a recent survey on merchants’ preferring this ban. However, this argument suffers from following flaws.

The arguer draws a casual relation between two independent facts that we can only see skateboard users at Central Plaza and that litter and trash are threw in the plaza everywhere. It is not necessarily followed that litter and trash are produced by skateboard users since the arguer fails to take other reasons into accounts. Such alternatives include passers-by may throw rubbish on their way through the plaza now and then which is seldom noticed. And perhaps the plaza is not cleaned frequently and the times of colleting trash need to be increased. Before wiping out these doubting, it is unjust for the arguer to attribute the unattractiveness of the plaza to skateboarding users. And it is better to set up a series of rules regulating throwing and collecting trash.

The arguer cites a recent survey that showed the majority preference of prohibiting skateboarding as a strong evidence. However, this survey is only focused on downtown merchants who cannot represent the general attitude of all residents in the town. And we are not informed reasons of this resistance of merchants; maybe it is not out of the consideration of the plaza, but for the sake of their own interests since skateboarding may impede their business. Furthermore, the arguer should provide more information about the survey to lend its credibility, including who conducted the survey, how it was conducted.

The most important is that the augur put forward a hasty suggestion of banning skateboarding without a further investigation on reasons why seldom people come to the plaza. Maybe with the development of the town and the improvement of construction, more and more excellent places and buildings have emerged and attracted tourists so that tourists seldom want to visit the plaza which is not interesting comparing with other tourist spots in the same town. As for the residents, there are still many other detractions preventing them from the plaza. Maybe residents are getting much busier with their jobs with the development of business in the town than before. It is also likely that new entertainment methods and equipments such as the building up of the swimming pool have been presented to residents which occupied their relaxation period. The suggestion cannot make the plaza more attractive facing the possible situations mentioned above.

Before making a reasonable suggestion, the arguer should issue a further investigation on the reasons resulting in decrease of visitors and recommend different measures such as setting rules and reequipping the plaza according various reasons.

The most important 主语is that the augur put forward a hasty suggestion of banning skateboarding without a further investigation on reasons why seldom people come to the plaza. Maybe with the development of the town and the improvement of construction, more and more excellent places and buildings have emerged and attracted tourists so that tourists seldom want to visit the plaza which is not interesting comparing with other tourist spots in the same town. It is also likely that new entertainment methods and equipments such as the building up of the swimming pool have been presented to residents which occupied their relaxation period. The suggestion cannot make the plaza more attractive facing the possible situations mentioned above.
Before making a reasonable suggestion, the arguer should issue a further investigation 有这种说法?on the reasons resulting in decrease of visitors and recommend different measures such as setting rules and reequipping the plaza according tovarious reasons.
