题目:ISSUE5 - "A nation should require all its students to study the same national curriculum until they enter college rather than allow schools in different parts of the nation to determine which academic courses to offer."

   Does the right to determine curriculum belong to a nation or schools in different places? To answer this question, we should not give a generalized answer without the differentiation of educational level and the consideration of different courses.

  The fundamental curriculum should be determined by the nation at the stake of the interests of the whole nation and all the people. Since elementary education facing every ordinary citizen is an important and crucial factor to determine the future of a nation. What kind of the fundamental character and academicability should a citizen have? How to cultivate these characters and abilities? The nation should take the long-term and strategic considerations into accounts when determining these courses which cannot fulfilled by a little school or a local government.

  On the other side, there are some defects in granting the authority of determining academic courses to elementary and middle schools and local government. Comparing with high education such as university, elementary and middle schools have weaker power not only in welfare but also in faculty which limits their ability to create reasonable and creative courses initially since these creation should be based on the profound investigation and thorough research in students' habits and characters. For the same reason, these schools are more vulnerable to suffer the effect of local government which would likely place the local interests before the nation's ones.

   In addition, we have to admit that elementary schools can have some authority to determine some secondary courses. Since various districts, especially in China, differ dramatically in economic situations, cultural traditions as well as life habits, the education background cannot maintain the same. Thus, in some developed district schools can provide some interesting secondary courses such as dancing and swimming which may be hard and unnecessary for schools in very poor districts. In addition, based on the national strategic consideration, universities should have more freedom to set some courses according to the situation of faculty.

In sum, the most important and fundamental curriculum in elementary education should be determined by nation while some subsidiary courses can leaved to schools. In addition, more power can be left to university with the consideration of academic freedom.
