To be an effective leader, a public official must maintain the highest ethical and moral standards.
一个公仆如果想成为一位杰出的领导者就必须保持最高的伦理和道德标准.
    Must a public official maintain the highest ethical and moral standards to become an effective leader? The speaker claim so. A public official should take the people and country’s interests at first, and then he will be an effective leader. I strongly agree with the assertion.
    If a public official maintain the ethical and moral standards throughout all his political life, he would bring benefits to people whatever he do. This decisions made in that way may help to keep the society system stabilization. And reduce the criminal; promote the activity of people’s life and production. Furthermore, it will make a society developed towards to a better place, or helped a country to break away from poverty and un-development. So, naturally, the public official will become the effective leader.
    A public official maintain the great ethical and moral standards will help a society maintain eunomy. Gandhi is the great political leader of India. His ahimsa theoretic affected the nationalist all over the word. He worked for the independence of India, and helped India people get libration. And then, he became the effective leader of India people. There is also an example in America. Before Martin Luther King gave his speech “I have a dream”, the American society had an air of racialism and apartheid. And because of a black woman didn’t want to give her sit to a white people. So she was arrested. This caused Martin Luther King made this great address to compelled American congress to declare that the racialism and apartheid were illegal by <democratic rights act>. Because of he insisted to try for the equality of black people, he owned the Nobel Prize in peaceful and became the effective leader.
    By contraries, if a leader who made his political theories departure from the ethical and moral standards throughout his political life, he will not become a public official, or even a public official. Because if he insisted that theories, he will damage the people’s advantage and disorder the society. At last, even cause the disaster to all over the word.
    One good example to sustain the issue is Hitler. He was the first war criminal of Second World War. When he was a leader of the third Reich, he beat the drum for nationalism and was hostage to other nations. He put the genocidal politics in force, and killed 6 million Jew. This illustration shows that if a leader always runs in the opposite direction with ethical and moral standards, he will surely cause chaos of the society and make it retrograde. It is people who love peace and advance don’t want to see. Thus, the leader will suffer a defeat. Hitler once said: I will let the world to remember me for about 1,000 years. Indeed, his monstrous crimes made people difficult to forget, but go down in history as a symbol of infamy a thousands years.
    In summary, the speaker says that to maintain the highest ethical and moral standards is one of the necessary conditions to become an effective leader. From the analysis and illustrations that I made above, proved it was totally right.
