It is often necessary, even desirable, for political leader to withhold information from public

1）知情权是一个民主国家公民的基本权利

2）隐瞒事实，信息会导致一些灾难性的后果
        2.1）非典的蔓延就是由于官员隐瞒疫情，使民众疏于防备造成很严重的后果
        2.2）信息不透明会导致腐败和官僚作风,会降低民众的信任感，水门事件
        2.3）公开信息有利于全面的考虑各方面的因素，又利于提高政府决策的正确性和效率

3）不是所有的信息都必须向公众公布的
        3.1）涉及到国家安全的，包括经济，政治，甚至的科学研究方面的
        
4）政府必须向公众公布信息，但并不是简单的告知，要有一定的方法和技巧
        4.1）对于可能会引起恐慌的信息，在公布的时候要找好时机和方式，避免产生恐慌
        4.2）对信息的加工要考虑到国情，可以淡化一些非主流的意识形态

A democratic country, every one has the rights to know how our government works and what happens in our country. Any eligible government should not neglect and impinging our rights. It is illegal to withhold information from public.

Hiding the information and facts had conduced to catastrophic results. We might still remember the SARS which ourbroke over the world, especially in China. This epidemic made the world hell. We must check our animal heat every morning and night, wash hand time and time again. How things became out of control? At first, when the first SARS patient was found in Beijing, the governor withheld the epidemic situation instead of telling the truth. The immaculate people did not take any protective measure because of knowing nothing about this fatal disease. The disaster came into public view until there were thousands person were infected and many of them were died. The measures, such as teaching the public how to protect them from infecting the disease in daily life, organizing scientists to research new methods and medicines, advocating donation as so forth, were taken by our government, and at last, we conquer the campaign. It is good news for us alive but nothing for those dead. If public were told earlier, if political leaders would not cover the facts, this situation of the disaster would be under control, and how many lives were still in the world? When SARS was public exposed, the leaders uncovered the information immediately, almost every one got suitable method to fight against SARS, we might win the battle without losing so many fortune and lives. Cover or uncover the information would bring forth so different results.

Besides this case, a secluded government as a breeding ground for corruption and bureaucracy is easy decrease credit. The Watergate Affair is a notorious scandal in American history. The republicans abused power, bribery, contempt of Congress, and attempted to obstruction of justice, what they did violated the public trust and they were abandoned by people at last.

When political leaders design new plan, they must consider most of the country's interest. Open information and widely listen public advice are necessary, even desirable for their new plan. The old Chinese motto said, “it is wise to consider other's advice and unwise to think alone". The public obtain enough information are able to conceive some effective and practical suggestions. Almost every modern democracy country call a conference before constituted a law or regulation, the leaders need the public's voice.

However, the confidential information, containing secret information, the unauthorized disclosure of it would pose a threat to national security. It is necessary to withhold from public. The confidential information must be strictly defined in order to avoid abusing power. The sophisticated technologies especially about the military affairs keep the details in secret but open the main idea, it is good for the public to know the affairs of state but not blow the gaff.

To publicize the information does not mean directly giving notice, the leaders should pay attention to the skill of telling. The improper behavior might get up a panic. Government must tell the truth to the public and choose the best time and way, that is of great benefit to the stability and security of our nation and people can share the information without meaningless worries.

In sum, to withhold information from public is illegal rather than necessary. A responsible government always tells his people what happens in their country and makes people believe in him that he will lead people living better and better.
