Issue 17 "There are two types of laws: just and unjust. Every individual in a society has a responsibility to obey just laws and, even more importantly, to disobey and resist unjust laws."
有两种法律：公平的和不公平的。社会中的每个人都应该遵守公平的法律，更重要的是，不遵守或者违抗不公平的法律。
提纲：不同意
1.     法律本身没有公正与非公正性，是人们赋予了他这样的概念。
2.     只要是法律，身为公民就因该毫无条件的遵守，这样社会治安才有保障。
3.     法律也有不完善的地方，立法机关不断修正和完善来适应社会需求和发展的。但不能说因此就不遵守现有的法律。

In this statement, there are two types of laws: just and unjust, the speaker require each person to obey just ones and disobey unjust ones. I must say that I can not agree with the speaker. In my view, every individual in society should obey any law, and dividing laws into two types is a bit extreme. I will present evidence to support my standpoint.

To begain with , the line between just and unjust laws is often drawed according individual’s value, belief and experiment. Different people often have  contrary opinion. For example, euthanasia is one of the hot-debate issues in current society. Some prople think that euthanasia is just and morally right. It can decrease the dying patient’s pain. Some people consider  that euthanasia is another murder. Someone may utilize euthanasia to kill other one. Another example is death penalty, some argue that it is unjust and morally wrong to kill another human being for any reason, while others maintain that executing the dangerous criminal is the most effective way to protect our society. Thus, simply dividing laws into just and unjust is unfeasible.

Furthermore, all of us must obey any law no matter whether we think it is just or not. The functions of law are variety. I think the most important one is to govern a society and to control the behavior of its members. Disobeying laws which individual think is unjust will bring chaos to our society. It is not difficult to image, if individual disobey and resist unjust laws they think, society will out of control. People who assert that forbid drugs is unjust may abuse drugs and disregard the harms to oneself and other. Likewise, disobedience the rule of traffic would bring risks and jeopardizes to ue. Therefore, we need ot obey laws uncondtional to ensure a safe and peacefull society.

Admittedly, laws are not permanent, but must been perfected  continuously to reflect the development of society. In the majority of  countries, laws are been amended many times by government. In America, the first Constitution was born in 1787, and in 1791, ten amendments were added to the Constitution to ensure human rights. Untill now, there has twenty-seved amendments, much more than the initial Constitution. In this era of rapid social development, the amendments of laws may can not keep up with the pace of change. Sometimes, current laws may lack enough regulations about new phenomena. In this situation, we should still obey the existing laws and suggest the government to amend the laws.

In sum, law is designed to insure the stabilization and develpoment og our society, and the rights and freedoms of individual. Law is  disinguished from mores, custom, tradition amd so on, it is enforced, and everyone should obey it uncondtional.
