       Adultsrepresent the present because it is them who are maintaining the today'ssociety, whereas children mean the future for the reason that it is them whowill build tomorrow’s world. Form the view of business, whether devoteresources such as social programs and services to present or future depends onwhich way can bring the more profit.
      
       Toinvest resources on adults will gain the immediate profit. Because the adults arethe main power which build the present world. An adult who has learnedsomething new or some useful skills can improve his efficiency on the producingprocess in a short time. For example, on the one hand, an adult worker who haslearned some technologies about new automation pipeline can immediately put theseskills into practice and make an increased profit at once. On the other hand, aneducational adult usually more easily master advanced skills than childrensince they have known some basic knowledge. An adult who has learned the basicknowledge about computer architecture will easily learn the new CPU technologysuch dual core, and thus they can made new product such multithread programquickly. So devoting social programs and service on adults will more easilymake effect. In a word, to bet on adult sounds rational.
      
       However,to invest resources on children can make more profit since children have morepotential. First, children are more easily learn new knowledge since they willnot be obscured by the old one. Adults sometimes will hard to comprehend somenovel and fresh idea because they think it does not obey the original rule and thereforeit is ridiculous. However, children are more ready to learn this revolutionaryknowledge since the old ones did not root in their mind. Obviously, the peoplewith these new knowledge will definitely be more productive than the one withold knowledge, so children is superior than adult at this point. Second,children are more creative than adult since they have not been limit in theexist mind. Tell a child how to make a car, may form a picture of aircraft orsomething more fantasy in the child's mind. A proper investment on childrenwill produce miracles someday, with which the all of present achievements cannot compare. Third, children have exclusive power to build future. Today’sinvestment will be translated tomorrow’s wealth. Adult may win today, but thechildren will win tomorrow. To invest on today’s children equals to invest on tomorrow’sadult. A long-term strategy will do a favor to get ultimate victory. Therefore,it is safe to say the children will be more productive than man someday.
      
       Itis unwise to ignore the investment on the children. The future belongs to thechildren, and no one can deny this point. If we ignore the investment of thechildren today, we will spend more money, energy, and other social resources onthe adults tomorrow. If today we start a program to teach the children to becooperative, we will not need to worry tomorrow’s war. On the contrary, iftoday we do nothing, we can only use the tragedy to let people know theimportance of cooperation in the future. Therefore, in order to benefit thefuture, we should put more attention and resource on children.
       Itis true that the effects of devoting social programs and service on thechildren comes out a little late, however, the children are more plastic thanadults. As a successful decision, national governments should make the maximalprofit other than the immediate one. Only in this way, our nation or societywill gain the most advancement.
