Argument20.The following appeared in a letter to the editor of the Balmer Island Gazette.

"The population of Balmer Island increases to 100,000 duing the summer months. To reduce the number of accidents involving mopeds and pedestrians, the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season. By limiting the number of rentals, the town council is sure to attain the 50 percent reduction in moped accidents that was achieved last year in the neighboring island of Torseau, when Torseau's town council enforced similar limits on moped rentals."



In this argument, the speaker claims that the town council of Balmer Island should limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season in order to attain the 50 percent reduction in moped accidents. To support this claim the speaker point out that, the neighboring island of Torseau enforced similar limits on moped rentals last year, and then the moped accidents decreased 50 percent. However, I find the argument unpersuasive in may aspects.

To begin with, the argument fails to provide any information about the accidents involving mopeds and pedestrians. We donnot know the number and the degree of the accidents. The speaker even donnot point out that there are the accidents caused by mopeds and pedestrians the in Balmer Island. The increase of population during summer cannot means the increase of accidents involving mopeds and pedestrians during this season. The argument lacks sufficient evidences.

Even if it is necessary to reduce the accidents caused by mopeds and pedestrians. To limit the number of mopeds rented by each of the island's six moped and bicycle rental companies from 50 per day to 30 per day during the summer season may be not effective. Perhaps that people donnot rent but ride their own moped and bicycle. Is it also possible that the number of mopeds rented by each companies less than 30 per day. If so, it is useless to limit the mopeds rented by each companies.

Furthermore, the argument fails to take into account possiable differences between Balmer and Torseau. The situation of two islands id different. Perhaps that there are many accidents caused by mopeds and pedestrians in Torseau. The moped and bicycle rental companies may rent too many  mopeds everyday. And if the number of accidents in Torseau are more that in Balmer after these limits. Then their experiences arenot valuable to follow. The argument simply equates Balmer with Torseau, which is unwarranted.

To sum up, the argument is unconvincing as it stands. To bolster it the speaker should provide more information about the necessity to reduce the accidents caused by mopeds and pedestrians. And we also need sufficient data to prove that the Balmer could decrease the moped accidents by limiting the number of rentals.
