As the social problems has been increasing , somebody ,just like the speaker, suggested that  a university should  be designed, founded and supported internationally.But this seems to be a story in the Utopian because  the naive and idealistic students who usually have no powers are unable to afford the responsibiliy of resloving the pressing  social disease.

On one hand , in the average regular nations , the public policies put forward by youth ,maybe very surprising and attrctive ,but could hardly be able to carry out. This may be owing to the lack of the public powers ,such as administration, legislation and even wealth.But actully, the resources mention ahead are all necessary : to protecting and reconstructing the enviroment need the change of the administrative policies, the defending of the crime has ro rely on the new acts and laws produced and passed by the congress,and  all of them could not come true  without financial support.Disoppoitingly, the young students have no such powers and even a international university will have no way to convert the situation.

On the other hand , some social problems are so pressing that it has no time to wait for youth nowadays to resolve them in the future. A good cae in point maight be the control of the greenhouse effect in this planet. Being the most significant task of  UNESCO(United Nations  Educational, Scientific and Cultural Organization) in 2007,a reserch of the relationship between the rising of the level and the releasing of the carbon dioxide indicated that several most famouse metropolises would sink down under the ocean in the future,if the today’s engery policy are nor changed in recent 15 years, which is so emergent that the inernational society have not time to lay the problem on the table to the naxt generation  until the students graduates from a visional university to resolve it.

Admittedly, it is still brilliant to found an international university ,but the main target maight be in the areas of science or some longterm plan.In this university , the most outastanding youth could be assembled to span the barricade during the scientific reserch, or  bridge the coulture gaps among different nations, religions or the colors of the skin,which sounds more actual than to solve the social problems.

In sum , although building a global university is welcome , the main efficiency of it is not conquer the social problems ,espacially the emergent ones,And realistically they needs to be discused and debated on the table of the United Nations ,World Trade Orgnization and so on.

立法、财政支持。这个观点很新颖，侧重谈大学的局限性。建议：对于大学为何不能干线现状，学生为何缺少权利，要讲明原因，不要只是给结论。
