If a public official want to be an effective leader, he or she must hold highest ethical and moral responsibility. Without this prevailing quality, he must fail to lead a excellent team to achieve their goal.

Turing first to business, the ethical and moral responsibility to a business leader equals the helm to the fleet, without it, the fleet cannot move anywhere. Just imagine the products are produced by factory, the leader of  which hold high quality, such as, providing safe goods and execute effective pollution measures, how would you react? You must favor of these products. And then, you know the leader also support the education, treatment, you must be absorbed and trust his products must be guaranteed. What is why a successful leader should maintain the highest ethical and moral responsibility.

So does it happen in political realm.  A good national leader should think more about his country and citizen. Sometimes, he must sacrifice himself in order to save and benefit them. Chairman Mao, the first leader of PRC, sacrificed 6 numbers of his family in liberation war. When he suffered the great pain if losing relations, he never abandoned his citizen. Instead, he worked hard and leaded the final success. It is the highest ethical and moral standards that impulse him. In contrast, some other leaders are just thinking about themselves. When they are on their position, nothing but obtaining more and more money or extending their power is what they really care about. In order to prevail, they neglect the laws, and ultimately, lock in the prison.

However, ethical and moral is so important, but never forget other basic conditions to be a effective leader. A far-sight, communicating and the ability of execution is also needed. With a far-sight, the leader can make sure where to go. With a good communicating skill, he can encourage his numbers who sometimes hesitate and his team will full of encourage to achieve their goal. And with the ability of execution, no great ideas will lead nowhere.

All in all, the leader is the core of a team, and the highest ethical and moral standards are a soul of an effective leader. No leader can achieve anything without them even he maintains others good skills. However, remember, an effective leader with high responsibility also need the abilities of a far-sight, communication and execution.
