TOPIC: ARGUMENT25 - The following appeared in a memo from the mayor of the town of Hopewell.

"Two years ago, the town of Ocean View built a new municipal golf course and resort hotel. During the past two years, tourism in Ocean View has increased, new businesses have opened there, and Ocean View's tax revenues have risen by 30 percent. The best way to improve Hopewell's economy, and generate additional tax revenues, is to build a golf course and resort hotel similar to those in Ocean View."

The mayor wrote this memo is definitely searching a way to increase Hopewell's economy and tax. He found that Ocean View succeed and want copy their way. It is understandable, but I think he was too hasty to choose their own way.

First of all, the mayor may fail to find the most important aspect of Ocean View's success. Indeed, the new municipal golf course and resort hotel can afford a part of Ocean View's improvement their economy and tax. But common sense tells us that the biggest part of the improvement of the economy and tax comes from the industry company and the major pointed out that new businesses were found in Ocean View, which may have nothing to do with the new municipal golf course and resort hotel. So the new municipal golf course and resort hotel may be not the causation of their economy and additional tax revenues.

Even if the new municipal golf course and resort hotel in Ocean View can bring them more new businesses, which contribute to their economy and additional tax, they may not provide the same results to Hopewell. We can see the basic situation through Ocean View's name that it is a city next to the sea shore which means the tourism industry is their primary economy and tax resources. Build a new municipal golf course and a resort hotel there fit their advantage so well which made their tax improved. However, perhaps Hopewell has a different advantage. Maybe they have plenty of petroleum nearby the city; or perhaps their computer technique is the best all over the world. They do not choose a best way but to imitate what happened in the Ocean View. I can only say the major did so badly.

Even assume that Hopewell has the same situation with the Ocean View next to the sea shore and tourism is their advantage. To build a new municipal golf course and resort hotel maybe still not their best choice. We must know the national situation now and in the past two years. If people lived in a peaceful country and their salaries were increasing with the economic improvement in the entire country, they may choose to have a vacation far from their home and the choice may be the Ocean View. But if the country has a war or faces the inflation now, people did not have enough money to travel and the new municipal golf course and resort hotel build in Hopewell would not provide the economy improvement and additional tax as the major expected.

So, I think the major should not hastily decide to imitate the success of the Ocean View. He must take their advantage based on the national situation to improve Hopewell's economy and generate additional tax revenues.
