Must an effective leader maintain the highest ethical and moral standards? I concur insofar that complying with ethical and moral standards are important for an effective leader. At some point, however, I think that the moral standards should not take precedence over other factors that will account for an effective leader.
To begin with, abiding by moral standards is only one factor influencing the extent to which a public official will claim to be an effective leader. And in my observation, embracing high moral standards is not the most important one. Take the Former US President Clinton as an apt example. The political life of Clinton was blotched by the sexual scandal which later caused impeachment congress; consequently the impeachment was repealed and Clinton continued his presidency. People generally believe that the reason why the congress repealed for the impeachment mainly attributed to his profound contributions to the economy and international relationship. In short, adhering to moral standards is not the exclusive characteristic for an effective leader.
Being an effective leader, in my opinion, I think he should have exceptionally strong caliber in solving imperative issue. Compared to general routine of a leader, an imperative issue is not only the most challenging criteria, but also the easiest way to judge the overall performance of an effective leader. Take the emergent handling of both Chinese and Burma military governments on natural catastrophe as a contrast example. In Sichuan earthquake, Chinese government responded promptly and comprehensively to suffering people. Premier Mr. Wen flew to the earthquake area to oversee the rescue work just 90 minutes after the earthquake. On the same day, emergency medical teams and myriad troops and armed polices were sent to aid with disaster relief work. In contrast, in recent cyclone devastation, Burma military government replied dilatorily to the agony of people, and even more importantly she refused most international aids just because of the scare of losing her hegemony. In the aftermath, Chinese official received widespread applaud, whereas military government’s officer was denounced by the public. At a word, official who can tackle urgent issue astutely would be accounted for an effective leader, without having much concern on his moral.
Admittedly, with high ethical standards, a leader would be more awe-inspiring and be beneficial to his practical routine. Duties of a leader not only are paper works, but also require him to communicate, cooperate and negotiate with different people who are from different nations or parties, or with different viewpoints. And a leader complying with ethical standards is charming; hence he could easily establish amity with others. Also, a leader with high moral principles could motivate and inspire subordinates and adherents, thereby working effectively and smoothly. Consider a prominent leader who possessed wide approbation on their moral attitudes. Nelson Mandela, who dedicated most of his life to struggle for the freedom and justice in Africa, motivates many people in arousing public attention on HIV control after his presidency.
In conclusion, being an effective leader and possessing high moral standards are not mutually inevitable. Other factors such as high capability on solving urgent issue are also very crucial element for an effective leader. However, I concede that a leader who abided by moral principles encourages or even inspires people sincerely working with him.
