37)Some people think that governments should spend as much money as possible on developing or buying computer technology. Other people disagree and think that this money should be spent on more basic needs. Which one of these opinions do you agree with? Use specific reasons and details to support your answer.
有些人认为政府应当尽可能地花钱购买或发展计算机技术。有些人持反对意见认为这些钱应该用在基本需求上。 你赞同哪种观点？

The money of government is derived from the tax lavied for people. Therefore, I believe that governments should spend more money on basic needs rather than computer technology. My arguments for this point are listed as follows.

In the world, there are still a fairly proportion in poverty. Governments have no alternation to address the problem of poverty without hesitation. In China, for example, especially in some romote areas such as in the northwest of China, there are still a large amount of people in the state of poverty even which have have no food to eat. Governments should be responsible for these poor people to help them get rid of poverty and guide them to lead a good life. It made Chinese people so excited that recently, Chinese governemnts annouced a huge stimulating package. In this stimulating package, government made decision to plug the capital into the rural areas for improving farmers' lives. This is a good news for the poor population in China.

At the same time, world has been confronted with a very severe problem of pollution. As the gradual evolution of industrial revolution in the west, the problem of polluton has becoming increasingly serious. Governemts should lay a high stress on this problem. For instance, a myriad of developing countries, including China, are facing the rise of the environmental pollution. As we all know, in the past of five years, the economy of China has been keeping a rapid speed in the world. The increase rate of GDP maintained approximately 6 percent. However, it is obtained mostly by the cost of environment. Thereby, not only do governments focus on the economy, but also strive for tackling with the environmental problem. Because it will benefit the economic development in a long term.

Furthermore, in some developing countries, the countries' infrastructure are still in state of weakness. A great number of sections such as transportation systems, which has a close relationship with people's life are no sound. Therefore, governments are obliged to enahnce and improve the transportation syustems and facilities. For example, in China, in many romote rural regions, there is no road covered by the concrate, but a sandy and stony road. This causes many inconvenience for farmers' daily work and lives. In short, governments should spend more money on these infrastructure because of the urgent need of people.

Admittedly, in some degree, computers are also important. But governemts should take care of the need of people before computers.
