TOPIC: ARGUMENT131 - The following appeared in an environmental newsletter published in Tria Island.
"The marine sanctuary on Tria Island was established to protect certain marine mammals. Its regulations ban dumping and offshore oil drilling within 20 miles of Tria, but fishing is not banned. Currently many fish populations in Tria's waters are declining, a situation blamed on pollution. In contrast, the marine sanctuary on Omni Island has regulations that ban dumping, offshore oil drilling, and fishing within 10 miles of Omni and Omni reports no significant decline in its fish populations. Clearly, the decline in fish populations in Tria's waters is the result of overfishing, not pollution. Therefore, the best way to restore Tria's fish populations and to protect all of Tria's marine wildlife is to abandon our regulations and adopt those of Omni."
In this newsletter, the author asserts that Tria lsland should abandon their own regulations and make use of those of Omni in order to restore Tria's fish populations and protection of marine wildlife. To support his assertion, the author cites some evidences. After careful examination, we will find several unconvincing defects in the newsletter.
To begin with, the author argues that the overfishing is the vital reason for Tira's declining of fish. He cites the evidence of Omni whose regulations ban fishing while Tira do not. However, it is entirely possible that there are some other factors leading to declining of fish population. Because this decline happens recently, so we don’t have a clear picture of whether overfishing is the main reason or there are some other reasons.
Secondly, the author can not to conclude that the regulation of Tria is ineffective just because of the populations of fish in Tria are still declining. There is the possibility that in that the regulation in Tria is just carried out for a short time. But the generating of fish is comparatively a slow process. The effect of regulation will manifest only after a long period of time.
In addition, to say that the decline of fish is due to pollution is also ridiculous. In that the dumping and offshore drilling within 20miles of Tria have been banned. There is no source for pollution.
Finally, to abandon Tria's regulations and transplant mechanically those of Omni is also absurd. Tria and Omni are two different places. Their environment and other conditions are perhaps all significantly diverse. If just merely simply copy other's regulation, the result will be terrible and have nothing to do with problems solution.
In the final analysis, author's assertion has several flaws. To bolster his stand, author should render us more support evidence to demonstrate that his opinion is sound. In order to support his assertion, we should be proved that overfishing is really the main factor for the declining of population, and the Omni's regulation is suitable for Tria.
