Issue31 投资于研究的钱是否都是好投资,不管结果是否有争议
提纲:research分成两种,应用性和基础性
应用性有明确目的,不存在controversial的问题,所以都是好投资
基础性存在问题,判断它是否是好投资有以下几个标准:
1. 可能的结果不存在道德伦理上的问题
2. 不能因为这一项投资占用太多资源
3. Money使用有监控
I fundamentally agreed with the notion that money spent on research is almost always a good investment, since scientific research could benefit us all. When it comes to different possible result of the research, however, I believe people should carefully consider whether and how much should we spend on it. To discuss this question, we should separate research on two types, one is basic research, and the other is applied research.
The applied research is oriented by a specific and direct purpose. That is to solve a problem in the real world, such as a research on a medicine for certain illness, or a software system designed for a business. This kind of research is mainly led by corporations, probably in the form of R&D department, which according to the economists, are very rational and smart. They will carefully analyze the costs involved in the whole process and benefits possibly gained from market, before they made the investment decision and supervise the whole research process to make sure the money is making the best use. Thus, this investment, in most cases, will be a good invest as long as the purpose is clear and right.
The basic research, on the contrary, stays in the academic realm, the result of which is unclear, and we may not see a direct benefit or an immediate use in the real life, such as a study of mathematics, astronomy, or archeology. It is an exploration to the unknown territory, to satisfy we humans’ insatiable appetite for knowledge. It may serve in the long run benefits or may be a useless result. Thus, problems arise since the money spend on such research could be a total waste. How can we judge an investment on basic research good or bad? Apparently the “cost and benefit analysis” method used in evaluate applied research is not applicable when no benefit could be assessed at all. In my opinion, three criteria might contribute to a “good” investment.
Firstly, the possible outcome observed should be morally and ethically right. For example, a research on cloning of human beings should be resisted by any possible funds, since the possible damage far outweigh the benefits it could bring. Every scientific research should be conducted toward the welfare of humanity. If not, the mighty power of science will finally drag all human beings into disaster. Careful consideration should be made before the investment.
Secondly, with all scientific tasks that need investment, the limited amount of money distributed fairly according to their own aims. For example, a research on space ship may occupy too much money, which is obviously unworthy when it hindered researches in other areas. Due to the ambiguity of the result, a well balance should be made among different research projects. Moreover, since basic researches mainly supported by government, those money might be better used in other fields such as improving social welfare, infrastructure building, or basic education, to solve more critical and urgent issues. A good investment shall not sacrifice too many practical interests for a controversial research.
Thirdly, an investment will never make a “good” one unless all the money spent is directly related to its original aim. Supervision would be critical to ensure the money is used properly and in an economic manner.
In sum, we should always support scientific researches, no matter whether the result is clear or unknown. However, since the resources are limited, we could not afford any waste of money. Careful study should be made to ensure money are made best use. |
