"Government should place few, if any, restrictions onscientific research and development"



In the rapid development of science and technology,government has played a significant role nowadays. Thus, should governmentplace restrictions on scientific research and development? In my view,government should place few restriction on certain fundamental scientificresearch such while more on the controversial one.

Advanced research, due to the contribution of talentscientists, might develop certain new technologies, which might cause someunforeseen severe problems, which would threaten the lives in the world.Consider the nuclear physics, which could be developed to serve to provide power,such as nuclear electrical station. Nevertheless, without government'srestrictions, these, which can serve for the human being, could become the mostdestructive weapon and take considerable people's life away. No one mightrepeat the same tragedy of that what happen in Japan at earlier last century,two nuclear missiles had killed millions of innocent people. Even nowadays,without the restriction of government of organization, the biochemistry weaponbased on the biochemistry would risk the survival of the species in theworld.  Thus, government, as a premieredepartment, should restrict on these controversial scientific research anddevelopment.

In addition, the scientific research and developmentlacking of restriction of government might cause certain ethics problems. Forexample, the human cloning, based on the Gene engineering which have appearedand developed in these decades,  might betaken advantaged to create evil human being for the evil purpose-- that is,cloning a Hitler to repeat a deteriorate Second World War and holocaust forJews. Also, the human cloning would lead to other ethics consideration if onewant to clone a copy of himself as a "spare part" through thiscloning technology. Fortunately, we have seen that governments in many countryhave legislated to ban this kind of research of human clone which would causesuch a debate of ethics.

Nonetheless, undue restriction would constrain theseresearch which are truly developed for the improving of human kind and society.No one would disagree that true significant research and development in scienceis based on academic freedom. with the government 's restriction, evenintervene, few significant academic production would be developed. Consider themost important researching and invention of silicon transistor at last century,which has been followed the semi conduction industry. If the government thoughtthis research as none of usefulness, even the waste of time and national resourceand ban it, probably we are still living under the machine society- notmentioning the personal computer, television, cell phone, portable device.

Not only would too much restriction constrain thebeneficial scientific research, but also it might change the research in theways that the research  serves to thepurpose of politics, even of the military, in the country. Look no further thanthe submarine's development in Second World War, which has been developed forthe Hitler' evil purpose, has help nearly conquer the half of the world.Without government's intentional restrictions and guidelines, no scientistwould, most of historians point out, like to develop such a new powerfulweapon, which would help to kill many peoples.

In conclusion, the restrictions of government, in certainscientific research, might be indispensable; and government would even guildthese research to serve to solve the pressing problems. Without such anecessary guidelines and restrictions, these controversial research wouldcontribute many severe problems. On the other hand, too much restrictions, eventhe garble, might obstacle the progress of human society. Whether arestrictions is need depends on what the research and what purpose of it are.

In my view,government should place few restriction on certain fundamental scientific research such(?) while more(存疑, 没有比较的对象换much more不知道可以不, 而且while之后能不能省略主语谓语也不清楚) on the controversial one(ones?).
