TOPIC: ARGUMENT2 - The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on
how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise
property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and housepainting."


The commitee claimed in the letter that the action of adopting a set of restrictions on
landscaping and housepainting in nearby Brookville community seven years ago which had
contributed to raising the average property values will also take effect in Deerhaven Acres.
This statement is not compelling enough for the reason that it didn't take other
posssiblechanges which have taken place during the past seven years in Brookvillethe and some
conceivable differences between Broolville and Deerhaven Acres into consideration.


The phenomena that average property values have tripled in Brookville since seven years ago
may be due to the enhanced environmental conditions, the perfected public facilities and the
increased demand for houses rather than the orderly yards and beautify exteriors. People
nowadays become more and more conscious about the environment condition which has a great
impact on their health.If the air has been fresher, the water has been cleaner and the
greenland has been larger owing to the continuous effort of the local government to protect
the environment in the past seven years in Brookville, more people will certainly compete to
live there and, subsequently, the average property values will rise. In addition, the
happiness brought by the perfected public facilities will be another fascination to most
consumers. Apart from what I stated above, we shouldn't ignore the fact that the number of
people living in Brookville has been increasing all these years and therefore more houses have
beem needing. When demand exceeds supply, it is rationalize for the property values to go up.


Moreover, the different locations and the distinct desires of people between Brookville and
Deerhaven Acres may also influent their average property values. We shouldn't deny the
possibility that Brookville community lies in or near the central area of the city. The
property values have increased because there are exccesive people who want to buy a house in
the Brookville community for its convenience of either going downtown or going to work.
Deerhaven Acres, on the contrary, if without such convenience, will be less likely to increase
the property values only by setting restrictions on landscaping and housepainting. Even though
the locations of the two places are, by and large, the same, the desire of local people in
Deerhaven Acres still matters. Do they prefer distinctive or uniform landscapes and exterior
colors of the houses? If they choose the former, to set restrictions on landscaping and
housepainting will, with out a doubt, not only make the homeowners unhappy but also lead to
the consumers' lack of interest in buying houses there, which will finally decrease the
average property values.


In conclusion, since great changes may have taken place in Brookville during the past seven
years and the inherent differences between the two places can't be changed, the committee of
Deerhaven Acres has no reason to only focus on a set of restrictions on landscaping and
housepainting, for the sake of raising the average property values.
