题目:ARGUMENT 170 - For the past five years, consumers in California have been willing to pay twice as much for oysters from the northeastern Atlantic Coast as for Gulf Coast oysters. This trend began shortly after harmful bacteria were found in a few raw Gulf Coast oysters. But scientists have now devised a process for killing the bacteria. Once consumers are made aware of the increased safety of Gulf Coast oysters, they are likely to be willing to pay as much for Gulf Coast as for northeastern Atlantic Coast oysters, and greater profits for Gulf Coast oyster producers will follow.

In this argument, the arguer recommends that Gulf Coast oyster producers should utilize the new process for killing the bacteria so as to earn greater profits. To substantiate his recommendation, the arguer cites the evident that the price of Northeastern Coast oysters is twice of Gulf Coast oysters since harmful bacteria were found in a few raw Gulf Coast oysters. It seems plausible at first glance, but deep scrutiny reveals several flaws that make the argument unconvincing.

To begin with, the fact that shortly after bacteria were found existed in a few Gulf Coast oysters, consumers in California then will to pay twice as much for oysters from Atlantic as for Gulf dose not necessarily means that the formal result in the latter. There are several factors besides safety that contribute to the higher price. It is quite possible that oysters from northeastern Coast have much better taste so customers would like to pay more for the deliciousness. Or perhaps there are certain substances contended in the Northeastern Coast oysters that enrich the nutrition in the oysters, which worth twice price as much as Gulf Coast oysters. Since the arguer does not recognize the true reasons that lead to higher prices, simply concluding that safety is the main causes distinguish the oysters' price would be misleading.

Furthermore, even utilize the process for killing the bacteria, the arguer cannot guarantee that consumers will pay as much for Gulf Coast oysters as for Northeastern. For the one thing, the arguer ignores the side-effect brought by the killing process. It is entirely possible that while killing bacteria, some nutrition integrities are also lost and the taste would be less delicious as before. Without taking these possibilities into account, the assertion that consumers are likely to pay the same price for both Gulf and Northeastern Coast oysters would be totally ungrounded.

Finally, the arguer unfairly assumes that Gulf Coast oyster producers will win greater profits. There are so many factors that affect the profits. On the one hand, maybe there have already many producers exist. The market competition is severe. In the sense, it is impossible for Gulf to increase their sales to large extent. On the other hand, the arguer ignores the cost of the new process. Probably the process for killing the bacteria may take the producers great amount money which off set the benefit brought by the process. If it is the case, Gulf coast oyster producers may not achieve high profits but rather gain less money.

In sum, the argument is unpersuasive for there are still so many unsolved problems. To strengthen the recommendation, the arguer should provide detailed information about the real causes of the high price in Northeastern Coast oysters. To better access the argument, we should get additional information about the whole effect of the killing process and full imparted the market situation and the killing process cost.

个人觉得作者的结论不是to "recommend that Gulf Coast oyster producers should utilize the new process for killing the bacteria"而是prediction

Or perhaps there are certain substances contended  (contained)  in the Northeastern Coast oysters that enrich the nutrition in the oysters, which worth twice price as much as Gulf Coast oysters.
