2.The following appeared in a letter sent by a committee of homeowners from the Deerhaven Acres to all homeowners in Deerhaven Acres.
"Seven years ago, homeowners in nearby Brookville community adopted a set of restrictions on how the community's yards should be landscaped and what colors the exteriors of homes should be painted. Since then, average property values have tripled in Brookville. In order to raise property values in Deerhaven Acres, we should adopt our own set of restrictions on landscaping and house painting."

The author of the letter recommends that Deerhaven Acres adopt its own set of regulations on landscaping and house painting. To justify this recommendation, the author cites two facts that nearby Brookville community enacted similar kind of legislation seven years ago and afterwards the average property values tripled. However, close scrutiny reveals that this argument is logically flawed and therefore unconvincing.
To begin with, just because in Brookville the average property values tripled after restrictions on landscaping and house painting being taken, it is unfair to conclude that the latter had caused the former. It’s commonly known that the average property value is decided by the demand-and-supply relationship on the property market, which is affected by many factors. It is entirely possible that the economy in Brookville was prosperous, and as a result the average income of families increased dramatically which in turn led to excessive demand for property. It is also possible that a great amount of population emigrated to this area, increasing the demand for housing. When demand exceeds supply, the average property values would probably rise accordingly. Without ruling out possibilities such as these, the author fails to establish a cause-and-effect relationship between the two facts, upon which his recommendation depends.
Furthermore, even if the increment in property values was caused by the adoption of restrictions, it is still dubious to assume similar kind of regulations will take effect in raising property values in Deerhaven Acres as the author recommends. Firstly, the restrictions on landscaping and house painting in Brookville were adopted seven years ago. Seven years is quite a long period that many changes could have taken place. For example, during this period, the public’s preference has turned from landscaping and house painting into whether the locations of the houses are enclosed by living environment with fresh air. As a result, it is possible that the new restriction will not help the average property values go up. Secondly, the author has implemented a weak analogy between the two areas. It is possible that while residents in Brookville concerns more on landscaping and house painting, those live in Deerhaven Acres emphasize more on whether the house is far away enough to get rid of the noisy central business district. Moreover, residents in Deerhaven Acres may even not care about landscaping and house painting at all. These will all make the restriction proposed useless. In a word, without taking the possible preference shift among residents toward what qualities of houses they care more during the seven-year period and potential different opinions between residents in the two communities into account, the author fails to prove his recommendation is plausible.
Finally, granted that residents in Deerhaven Acres do care about landscaping and house painting too and restrictions on these two aspects may be helpful in raising property values, it is still unconvincing that this set of regulations alone can achieve the goal. Other factors may actually impede property values in Deerhaven Acres from rising up. It is possible that besides landscaping and house painting, poor transportation conditions is also a major drawback that keeps property values low. Therefore, without implementing complementary measures such as improve the traffic conditions, whether the author’s recommendation will be successful is open to doubt.
In sum, this argument is unconvincing. In order to make the author’s suggestion sounder, I need to know the following: (1) the real reason causing the average property values rising up in Brookville; (2) when purchasing property, what qualities the residents in the two areas concern most. To better evaluate the argument, more information about other conditions relating the property values in Deerhaven Acres is also needed.
