56. "Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

The speaker makes a claim that government should assign priority to solving the immediate problems of today rather than to trying to solve the anticipated problems of the future. It seems to me that the speaker unfairly generalizes about the importance and urgency of present day immediate problems, while the priority of solving either problems should vary according to the situation.

Admittedly, in many cases immediate problems deserve higher attention from government than anticipated problems do. Consider such natural disasters as flood, earthquake and drought that directly threat the safety of citizenry. There is no excuse for officials to distract themselves from these immediate problems to other issues like sustainability of energy. Or consider the outbreak of epidemic that threaten the heath or even lives of people, needless to say the influence on local economy and social order. At these moments, it is the basic needs of people in the stricken region overshadow any things that can wait for a while to resolve. If governments fail to notice these pressing immediate problems and put them aside, the outcome is obvious—the stability and economic development of local society is adversely affected, and thus result in chaos or more serious, turmoil.

In other cases, however, priority of governments’ concern should be given to predictable problems. Few would deny that a country without insights into anticipated problems or otherwise in lack of means to solve them would have not future in front of it. The thriving and decadency of Maya Civilization reflects that the insensibility of the sustainability of resource and environment could put an end to a civilization. Regardless of the degradation of environment, Mayans cut down trees, destruct fragile vegetation and burn forests, resulting in soil erosion. As the erosion of soil, which the basis of this ancient civilization, the lives gradually died out in this land. This is a wake-up call for governments that consume the resources and energy of future generation. To avoid the tragedy of Mayans, our governments must prioritize environment protection over economic development based on excessive consumption of energy.

Nevertheless, there are times that both immediate problems and anticipated problems should be concerned with the same importance. Take governments’ investment in scientific researches as an example, some researches involves solutions to present-day problems, while others concerns create new future for the fields. Without either side of researches, science cannot develop and make progress. At this circumstance, governments should hold not disparity toward the investment in either researches.

In sum, the speaker over-generalizes when it comes to the priority of problems that government are to solve. Both of immediate problems and anticipated problems show more importance in some cases or same importance. In different cases, government should ponder the importance of either kind of problems and make decision according to the odds.

(我觉得这段是作者最出彩的一段,因为观点比较新——“要同等重视”——但是笔墨太少了,也没有例子。前两段大家都能写到,尤其第一段例子也都差不多,所以我觉得作者应该斟酌着调整一下,才有自己的特点)
