To be an effective leader, a public official must maintain the highest ethical and moral standards.

Does the highest ethical and moral standards is a significant evaluation standard for an effective leader? What role has the ethical and moral standards played? I concede that the effective leader should have high ethical and moral qualities which are indispensable qualities but I do not agree the one who has the highest ethical and moral standards will be an effective leader.

Admittedly, as an effective leader, he must have the ethical and moral quality .If he is detected to have some moral or ethical deficiency, he will be despised by the masses and his dominance and power will not be solidified. Just as the well-known Watergate Event. Although he is a president of the United States who has contributed a lot to the country, his fame is destroyed by his unmoral behavior. Another example is Clinton, another president of United States. His sex scandal has stained his devotion and contribution to the fast development of the economy in America. So as an effective leader, he can not be detected to have unmoral events. In short, the essential ethical standards such as honesty, discreet and modest will be necessary for leaders.

On the other hand, leader can make use of the ethical and moral standard to solidify his dominance. For example, many political leaders will go to the under-advantaged families to console these needy people every year; many economical leaders will show impassioned enthusiasm to help the employees who has some personal or economical problems. At the table of negotiation, the two sides will behave as polite as they can and they are modest and honest in order to convince the other side that they are willing to cooperate. So the ethical and moral standards as to a leader are very important.

However, there are many other qualities for an effective leader. In the field of policy, the most important quality for an effective leader is determination. He must make decisions discreetly without hesitation. He must solve problems as determined as he could. In the field of economy, the most important quality for an effective leader is his acute perspicacity. If he can master the tendency of the development of economy, he will make right decision and a large number of profits. In the field of education, the most important quality for an effective leader is the methods of management. If he can manage the schools orderly, he will be respected and believed in. As we can see, there are a lot of qualities more important for an effective leader of respective fields.

Finally, person who maintains the highest ethical and moral standards will not necessarily be an effective leader. The world is changing all the times. If he is a stickler or stoic, he will be reluctant to betray his principle and discipline. However, the complicated world needs leaders to make some compromise sometimes. Leaders do not have to and can not be honest all the time. Perhaps, some harmless lies will do better to the masses. For example, China has just experienced the disaster of SARS which is a deadly infected disease. At that time, the condition in Beijing is very horrible, there are hundreds of people infected every day, but the Chinese government claimed that they have controlled the spread of SARS fundamentally. Although Chinese government has made a lie, it is helpful to alleviate the excessive tension of the masses. Take elections for another example. If you want to win, you must compete with other candidates. You have to frustrate them one by one. If you are too compassionate to the losers, how could you be the final winner? In short, sometimes, leaders need more tact than pure ethical and moral standards in order to ensure his leader position.

All in all, to be an effective leader, a suitably high ethical and moral standard is a must, but by no means can the person who has the highest ethical and moral standards become an effective leader.

我觉得这片例子很充实．但有些例子不能证明观点．对于ＥＴＨＩＣＳ全篇没有统一．你的结构是：领导必须有好的道德－但也要有其他素质－有好的道德也不一定是好领导．这样证明充分必要性会不会有点铺的太开了？．以上仅个人建议．
