科学研究应该考虑全人类的利益,而政府的利益可能和其冲突,因此政府应该少干涉科学研究,尤其在人文科学领域(没例子)

1:很多科学研究具有超前社会的性质,无法被大众,也包括政府理解,在这种情况下,政府应该少干涉。
Eg. Einstein的相对论开始很难被人理解,莱特Wright brothers兄弟的飞机实验可能被嗤笑laughed at为异想天开,如果当时加以限制,可能会带来很大的损失。

2:科学家的科学研究更多的是考虑个人的兴趣,兴趣才能推动科学家投入到科研当中,而不是政府的需要。
Eg. 约翰纳什:博弈论对现代经济的贡献;(12合并到一起)

3:但是科学研究并不总是有利于社会的进步的,当科学的研究和发展不利于人类社会进步时,政府应当干涉
Eg.
核反应堆用来发电就是好的应用,但如果用来制造核武器就可能给世界带来灾难;

The author asserts that few restrictions should be placed on scientific research and development by government. In my view, I tend to agree this assertion with reservation. Because scientists pay more attention to their interests rather than demands of government, in certain cases,
scientific research is one step of the development of society and it cannot be understood by the public and government. In these circumstances, I agree with the author' assertion. However, if scientific research does harm to society or it requires international cooperation, government should play a part.


On the one hand, Einstein once said: “The interest Is the best teacher.” I consider it is personnel interests rather than demands of government that inspire scientists and excite theirs’ creativity. in such cases, the development of science might be much ahead of the development of society. When it comes to this circumstance, the scientific research, which might benefit later generations, often could not be accepted, let alone understood by the public and government. In such a case, if government holds back the scientific research, probably it might not block the development of the temporary society, but it Might prevent later generations from benefiting from precedent achievements. For example, consider Wright Brothers, the investors of plane. At that time, their exploration and research is jeered at by the public and government. However, from the angles of the present age, I believe that anyone would praise their great contributions to the world. Provided that the government then in power contained their research, we perhaps cannot enjoy the convenience brought by flight until now. In short, considering, in certain cases, the advancement of scientific research, government should not restrict the scientific research.

However, on the other hand, because science is a two-edged sword, scientific research does not always promote the development of society and human beings. When scientific research conflicts with the development of society or the basic value of human beings, government should restrict, even prevent the scientific research. Consider the nuclear engineering as an example. If government pay no attention to and lose control of the development of nuclear weapons, the numerous nuclear weapons would bring serious agony to the world and human beings. Another example is biological engineering. If restriction is not place on chemical and biological weapons, when these weapons are used in war, it could also bring great sufferings to the public involved in war. In short, government has the responsibility to restrict, even prevent the development of scientific research which does harm to the world and mankind.

From another standpoint, in some areas of scientific research, government plays a significant role in promoting the development of scientific research. Because some scientific research is difficult for only one country to perform, in such a case, international cooperation is necessary and helpful. For example, consider Human Genome Project, which is one of the greatest feats of human history. Under the leadership of governments of different countries, there are at least 18 countries that participated in this great scientific research including U.S, UK, Germany, France, Japan, China and so on; all of these scientists from different countries make great contributions to Human Genome Project. In short, when it comes to the scientific research that needs international cooperation, government should play a role.

In sum, I concede that in some cases the limitations placed on scientific research is unnecessary, even harmful. However, when scientific research does harm to the development of society and human beings or it demands international cooperation, government should play a part rather than keep away from scientific research.
