43 To be an effective leader, a public official must maintain the highest ethical and moral standards
Should the leaders take methods which are controversial in order to their great goals? I admit that sometimes there's no other choice for them, but they would lose their ultimate goal without keeping the highest ethical and moral standers in heart.
Undoubtedly politic is a subtle field where conflicts with each other are out of the control ethics and morals, and as taking part in such game, the public officials have to confront and obey the rules. Whether accepted or not, no one is perfect with selfishness and voracity being the constant nature of human beings, which leads to the difficulties in eliminating the injustice in competition for leadership. And so is the field to be campaign where the stronger could survive, highest and moral standards could help little in some cases. For example, Lee Hongzhang, who counts for the most significant diplomatists of China in history, also had played tricks and killed the talents who stood in his way towards power in the late nineteenth century. Though he has been blamed for his failure of maintaining the ethical and moral which was neither maintained by those less famous for a long time unjustly, it's true that he had do his best in protecting the interests of China.
However, while putting forward the former argument, morals and ethics does not merely useless idealism but the ability of individuals to tell the rightness from wrongdoings, requisitely through which could the leaders keep effective. Washington, Linton, and Roosevelt are all proved to be effective leaders and receive the respect of either their contemporaries or future generations. Few would regard them as leaders who succeed without high ethical and moral standards, but on the contrary, they attained their achievements by a sense of responsibility.
It's dangerous for the leaders, to further extent, to fail in maintaining the highest ethical standards. Official who are obsessed by the lucre would embezzle the funding which is for public construction; and leaders who are attracted by the immediate profit would fail in restrict the industry from polluting the environment which takes much more expense and labors. Though public might tolerate their conflicts for a higher position, it's harmful results that the moral of the official being corroded could bring about. In addition, without faith in the leaders, the public would no longer recognize their leadership, leaving the promised effect in vain and the leaders regarded the losers.
In conclusion, public official should keep the highest ethical and moral standards.
