69"Government should place few, if any, restrictions on scientific research and development."

Without the development of science, our society would stand still or, at least, progress slowly. Then it sounds like that the government should entirely support on the researches. Yet governing is so complecated that no matter is simple and unvariable. We all know that some studies, like atoms, bring bad effects on the world. Hence, the government should carefully consider and try to find a balance that neither put too many nor too few restrictions on scientific research and development.
   In the first place, government should support the scientific research and the develoment. Although for the governments, studies seem belonging to the realm of the anticipated problems -- what merits will it bring would unknown until the results came out for long and then applied a period of time. On the other word, they are kinds of risks which may hardly see the results or values, even draw a blank. That is not to say the studies are usless or unvalued. Just oppositly, these characters reflect the nature of VALUED researches, innovation and prospectiveness. Take the Relativity as an example, when this theory first presented by Einstein, few person embraced it. But the repulsion can not block the Relativity's path to influence the whole world. Providing that the Einstein's research faced the restrictions from the government that time, possibaly, the whole world of today  will totally changed. Hence, governments should put few restrictions on the scientific research and development.
   However, the government should also put some restrictions on scientific research and development, because it is a double-edged sword for the whole society, which can provide people with more convenience and comfort but, on the other hand, it also brings with it some serious disasters. The vivid manifestation of the disasters to the world is that the nuclear reactor is made good usage as the power plant, but is horrible when it applies in wars. Thus, governors should limit the researches of nuclear reaction at first, such as providing against on the use of weapons. And a further example for the disaters is the researches of clone, which have merits of medicine progresses, but arose ethical arguments among persons. It is that without any limitation, public afraid that someone who is up to no good, make use of this tenenique to clone guys. Fortunately, governments have realized this problem and are trying their best to deal with it. These examples and others not mentioned above are all support that governments should not let the scientific reseaches develop totally free, but limit it for the stand of the society development and ethical standards.
   Actually, how to resolve this problem about scientific research and development is one of the most improtant tasks of government. In accordance with what argued above, the restrictions placed by government on scientific research should be neither too many nor too few. Deep down, I always hold on the belief that science is not right or wrong by itself, but only a method to meet people's appetite, so what the government should to do is that limit the applications of the scientific researches, but not its development. In other words, it means control the people who make use of these researches for their own.

humans is that the nuclear reactor is made good usage as the power plant, but horrible when applied in wars.这句话里后半句“ but horrible when applied in wars.”可以这样用吗?
