According to the speaker of this statement, the speaker means that the government should reduce the limit to the scientific research and the development. I totally agree with that because the science indeed bring many wonderful change in our life, we can use the cellphone to call the people
in the street instead of finding the telephone
in hurry when got to tell some urgent things to somebody.
we can go to anywhere we want
by driving the own car,
by the plane or by ship. And we can heal many diseases which we had no ideas what to do in the old time. we can eat many kinds
of crops which only had very few volume of production hundreds years ago. I strongly agree with the speaker’s assertion.]

So we can see the benefit of the scientific research every corner in our life. The government really should give the encourage and the support to the scientific research which has a advantage to the people. But we also should recognize whether the research is useful to us or useless to us or even have harm to the people. Because there are some technologies are too advance to know their effect. For example, there are almost nobody knows the Einstein 's relativity theory is what. But that is true having important effect to human being . so the government should give the fund to the research like this. And there are some kinds of science are useful, but before the production come out ,the researchers don't have income to make a living. so the situation like this ,the government should give them money to support to finish the research. Or that is a serious losing to the society and the people.

We all know that there are some science have
big disputes in the world. Such as clone, we can use this technology to help the disable man to be the health because we can take the one's gene and make the organs by using the clone technology. and we can also use that to research the disease and find way to heal it .But when the technology grows up to the high level , there will be the human cloning. This
bring the heat discussions about ethics in the society .and so does the nuclear energy, we can use the nuclear energy to built the nuclear power plant , that
could make the product large power to service the people .but it also can make the nuclear weapon to be a disaster to the whole world .So the government should limit the technologies like this.

The government should not only limit the research but also the researchers. Because there are some people always have the ideas to break the world's peace, we call them terrorists ,and there are some technologies could be a terrible threat to the world in any use. Like the weapon ,the biochemistry.
so the government should manage the researchers in a very strict management just in case.

Every coin has two sides, we can't say that which technology is harm to us or benefit to us. It depends the person who use them. So the government should views the limit to the scientific research in a right attitude.
