1. 反对观点  统治者的素质，艺术家的造诣，科学家的成就和全体人民的福利都是鉴别一个国家是否富强的重要因素
2． 统治者的决策决定了国家发展的方向，时时刻刻关系到人民的生活 举例论证（希特勒 ， 斯大林，和邓小平）
3．艺术领域的百花齐放侧面反映了这个国家人民生活水平殷实。大部分情况艺术建立在物质基础之上。两一种层面上，艺术丰富了人们的精神生活，（音乐，书画，电影，小说）通过艺术传播的健康思想也是促进国家富强的一种重要手段。
4． 科学领域。科学的发展往往带动生活水平的提高（老话题了）
5． 福利包括物质与精神及生活方式，人身自由各个层面。而以上的方面都可以给人民带来福利，所谓的福利都是基于以上以及没有提到的因素而讨论的。

   Excellent scientists==>sophisticated technology was introduced to elevate the power of national defense and national scientific research. ==>Country’s economic strength and ability to withstand risks and compete internationally grow significantly.

Sufficient solution: relationship ==> achievement of the minority is the guide to the majority to gain abundant general welfare==> Majority who live a happy life could be the guarantees for the elites to achieve more goal
Why: happy==>more production==>more harmonious life ==> greater nation==>nation provides more privilege
The achievement of the minority is the driving force whose function is leading the majority to finish process. The power of the elite is imperative but too weak to promote the whole nation's comprehensive strength, only the huge power of the majority could truly lift the nation to the new height of history.

1．        确实，agree with that the general welfare of all people是一个伟大国家的最真实体现。国家的意义；反证：如果连人民的生活也难以保障的国家，hard to be recognized as a great nation. (说实话，我都想用中国做例子了。。。) 然而，achievements of its rulers, artists, or scientists也非常重要，可以从侧面反映出一个国家的成就，并且，它们与提高人民的welfare也密切相关。
2．        统治者：Roosevelt
3．        Art        逆反：人民的welfare没有达到一定程度很难有精力去关心艺术；艺术在一定程度上可以提高welfare，因为welfare不仅仅是物质上的，也有精神上的。
4．        Scientist：不多说了，促进科技进步，提高人们生活水平，工作效率等等。。。。
