To be an effective leader, a public official must maintain the highest ethical and moral standards.

The speaker asserts that the highest ethical and moral standards is important to an effective leader. This view is right to a certain extent. But in my opinion it is not comprehensive for the reason that to be an effective leader calls for some more qualities.

First of all, when it comes to politics, few could deny the importance of ethical and moral standards of a leader. Bill Clinton whose scandal nearly destroyed his political life comes immediately to mind. Clinton's sexual and reckless behavior demolishes his political figure greatly and also reduces his leadership. Another example is Nixon who played an active role in withholding the information about watergate cover-up. His dishonest behavior makes American angry and eventually caused his failure in politics. In history, ample similar examples can be found. The two former American presidents' behavior demonstrates the speaker's view that public official must maintain the highest ethical and moral standards.

However, to have a high ethical and moral figure is not enough to be an effective leader. The most importance quality of a leader is to make people take his order for granted. For a specific example, if a leader is a good ethical and moral man, but he fails to make his order practiced because of his underling's resistance, few will think him as an effective leader. To make underlings do what the leader like calls for the cohesion which is maintained by the leader. In most of world famous enterprise, you can see this kind of cohesion in their office. Take Enron for example, its former leaders makes an improper policy that every employee's work is judged by others, and this make the employees tend to work separately and resist their leaders, which is part of the reason why such a big company is bankrupt.

Moreover, sometimes an effective public official should know how to make his underlings admire him. This is because if they admire him they will more likely to do as he tells. An effective leader is sometimes a expert in science institution for the reason that no researchers will listen to a layman's order. However, if the leader is a famous specialist who is fairly adept at this discipline, the researchers will surely do as he tells. In this case, the famous export has an advantage that the underlings always admire a man who is the best in the field.

In the final analysis, the speaker makes a correct claim that an effective public official should maintain the highest ethical and moral standards but the claim is not comprehensive for the reason that it overlooks some more important qualities. The purport of all these necessary qualities is to make underlings do as the leader tells.

Bill Clinton whose scandal nearly destroyed his political life comes immediately to mind. Clinton's sexual and reckless behavior demolishes his political figure greatly and also reduces用词不准确,weaken考虑一下 his leadership.
