When there are still some people struggling for their survival, arts seems luxuries to the society. But it does not follows that government should not support arts until the basic needs of all the members of the society are satisfied. For arts also give people satisfaction and can encourage people when they face hardship.
Government should try every possible way to solve its existing social problems, such as, hunger, unemployment, and the survival of its individuals. According to the famous psychologist Marlow, human needs are divided into five stages: biological needs, safety needs, social needs, esteem, and self-actualization. The basic ability to survive, a suitable and stable occupation, and everyday bread, are the fundamental demand of an individual in order to meet his biological needs and safety needs, which are the base of the later three needs. If individuals worry about shelters and the next meals, it is less likely that they will live a happy life and will contribute greatly to the well-being of the whole society. And to a society, if most of its members are dissatisfied with their lives, the society may be unstable and unable to get great advancement. One need to look no further than nowadays world to find it is true. In many countries of Africa and Asia, the people are suffering from starvation, illness, and sometimes wars. Every single minute, they are struggling at the edge of life and fighting against the death. And we can hardly see a sign of development in the societies of these countries. Thus, it is crucial for the government to solve the basic problems of its people, ensure them stable lives, and therefore enable the development of the society.
However, is it proper for the government to leave art behind? My answer is an emphatically "No". Art has it own function and role to a society. Since human ever exists, the creating and pursuing of art never stop; no matter they are living in the caves, plains, hutches, or skyscrapers. On one hand, art release human being from the secular world, and satisfies spiritual needs. A piece of music of Mozart pacifies people’s whiny hearts; Raphael’s Virgin Mary free people from pain; poems of Shakespeare give people joy. Arts relax people, and give them strength for a hew day. On the other hand, art is like beacon for people, it enlighten them, encourage them, and point out a goal for them. One of the greatest Chinese modern writers, Luxun, once was a doctor, but later he turned to study literature and write novels. He said that, a doctor can heal a person body, but can not reverse his mind. Luxun's works altered thousands of hundreds of people's minds and encourage them to stand up and fight, against the enemy, against the unjust, and against their own fate. Art work can give faith to people, and let them strive for their own lives, rather than just stay there complaining about their bad luck and waiting for the government to rescue them out of their difficulties.
All in all, people need a balance between material world and spiritual world. Government should ensure the survival of the people as well as support arts to satisfy their spiritual needs. Without food people have empty stomachs, while without art people have empty heads. |
