Issue43: To be an effective leader, a public official must maintain the highest ethical and moral standards.

When people come across to this question: whether it is the necessary for a public official hold the highest ethical and moral standards to be an effective leader, they may often find that get into a dilemma. However, in my view, I contend that to be an effective leader, one must maintain high ethical and moral standards, yet, not the highest.

On the one hand, for a man who wants to become a leader, he ought to possess some more positive characteristic than common people. Specifically, the long-term insight, selflessness, especially the control of one's evil mind should be fulfilled by an effective leader. Since as a leader, what he does is to make policies which meet with the need of the majority of his people with maximum interest, rather than for his own benefits. And in today's society, in the complex field of policy, various seducements are waiting for the chance to stir some disturbances to a peaceful world. One who has long desire of money, beauty, or some other harmful addiction in contemporary society is especially likely to go on a criminal way. Without the self-control on some evil instincts of human being, it would be difficult for one to avoid the criminal commitments, such as defalcation. So it is indeed very important for a man who wants to become an effective leader to own the high ethical and moral standards.

On the other hand, only stand on a certain level of the ethical and moral standards can one gain the support for him. In some democratic countries, election is the only way to be a leader of a state or a country. During the election, what catches the most attention for the most people? It is one's prestige. Still, the prestige of one is based on his or her ethical and moral yardstick which expressed in the speeches or manifested in his or her behaviors. As is known to all, a leader of a country must harbour a patriotic heart at the least, for he will work for a country, while not for the salary of himself. Also some other excellent characteristic need to be taken into consideration. We can draw from the Watergate scandal which results in the resignation of Nixon who is the first United State's president to do so, that a chilling effect of one would definitely destruct the supports for him.

However, it would be impossible for one to maintain the highest ethical and moral standards. Because that such a man who possess the highest ethical and moral standards can only be depict in the Bible as a fabricated character as the symbol of the limit of human being. Meanwhile, in the realm of policy, sometimes, it would need some space for privacy of some secrets of the country or some other affairs. Nevertheless, some tiny shortcomings would not affect the whole preeminent of a person to be an effective leader.

In sum, to be an effective leader, one needs to possess a certain high lever of the ethical and moral standards, for he should be convinced and accepted by common people who examine him by the moral and ethical criterion. However, for a man, it is impossible to say that one owns the highest standards of something as a perfect one, especially in the realm of policy, to be too integrity will do harm for its people in some aspects. Therefore, it will not be necessary for an effective leader maintain the highest ethical and moral standards.
