As long as people in a society are hungry or out of work or lack the basic skills needed to survive, the use of public resources to support the arts is inappropriate—and, perhaps, even cruel—when one considers all the potential uses of such money.



To choose art or to choose bread, this is also a problem--especially in a society where many people are still hungry or lack the basic skills to survive. The speaker holds that in such a society using public resources to support the arts is cruel. I agree that the money should be spent on people who are more in need; yet sometimes these two choices are not mutually exclusive as the speaker assumes.

To begin with, there is no doubt that people's lives are much more vital than higher spiritual appreciation. According to the 20 century psychologist Abraham Maslow, human needs could be classified into hierarchical levels; people would demand the higher levels only after the basic ones are being satisfied. Life is obviously the most fundamental level for human beings. Without a life, then all the higher needs such as aesthetic taste, love and being loved, philosophical and religious concerns, etc., are as ridiculous as a tall building with decorated roof while with no foundation. It is really cruel for a society to invest the public resources to the arts, while many people are struggling against starvation. A government like that of the contemporary North Korea, which spends large portion of international aids to satisfy the dictator' personal aesthetic fondness, while letting thousands of civilians die, will be definitely condemned by international community.

In a society where the situation is not as serious as being prevailing famine, however, spending public fund to support the arts can be justified--or even necessary--sometimes. On the one hand, appropriate art works can help encourage people to confront difficulties. During the World War II, Chinese people, for example, were leading a tough (???)anti-Japanese war. Millions of people lost their jobs and suffered from the terror of the seemingly never-ending war. At this crisis of time(???), a group of outstanding musicians devoted themselves to compose pieces of music to encourage their compatriots, which finally proved to be very effective among many desperate people. Although most people were still struggling for their jobs and lives, the music nevertheless gave their courage to overcome the difficulties and be confident in the final victory. This case shows that the arts, when using properly, can be of great significance to people in hard times.

On the other hand, investing on the arts could help solve the unemployment problem directly. During the Great Depression in 1930s, sponsored by the government, many public projects were constructed in the United States, including some public museums, theaters, etc., in which many people out of work were involved and their livelihood problems were solved. Thus, far from mutually exclusive, the arts and the bread sometimes could be satisfied together.

In the final analysis, when there is hunger ongoing, the public resources should take people's lives as the top priority; when the situation is not so emergent, rightly investing the arts can be very beneficial to the people who are in difficulties. The government should bear a flexible policy to deal with the dilemma between the arts and basic human needs.
