108."In many countries it is now possible to turn on the television and view government at work. Watching these proceedings can help people understand the issues that affect their lives. The more kinds of government proceedings - trials, debates, meetings, etc. - that are televised, the more society will benefit."

Outline:
1. 转播某些政府程序有利于增加透明度，使民众更加了解政府的工作，更能理解并支持政府的政策；也对政府官员的行为有一定的约束
2. 但是某些涉及到政府机密，国家安全的就不适合转播，否则造成恶劣的后果
3. 让民众更直接的与政府部门进行双向沟通，反馈意见参与到政府的决策才是真正的有利于社会发展。

Any measurement that redounds to increasing the transparency of the government proceedings is welcome, especially in democracy nations. Citizens and the society will benefit from televising certain government work, however, it is perilous to state that the more government proceedings are televised, the more society will benefit.   

Admittedly, televising certain government proceedings will be beneficial to the society.  For one thing, watching what government and officials elected are doing will help citizens feel reassurance and spur them to concern what is happening in their society, which will conduce to understanding and supporting policies conducted by government better. If people have no idea about the state of affairs which might affect their life greatly, dissatisfaction and disturbance will break out among people, which might result in the disorder and unstable of the society. Meanwhile, it is an intangible pressure to impel government officials to pay more attention to their orations and activities in that they have no excuse to deny what was happened and have to accountable for their behaviors. That is to say, most rotations and decisions will be released only after they have thought over. Both aspects will contribute to the development of the society.

Not all government procedures could be televised in public. If the affairs are related to governmental secret, or national security and the like, televising such kinds of government proceedings without scrutiny will do harm to people, to society and the nation.  For example, suppose one foreign company intends to purchase a large amount of one special local product of our nation, the meeting discussing the base price cannot be televised before the foreign trade has succeeded. If the negotiator gains the merchant secret in advance via the television, our nation will suffer from tremendous economic lost. Take another instance, if a discussion about how to make a plan to arrest the criminals televised on TV before it is executed, it is highly possible that the criminals will be aware of the plan; as a result, they could escape the manhunt easily and commit crimes continuously. To sum up, it is undue that televising some special government proceedings to the public, such as trials, debates and meetings. And the whole nation will bear the risk of televising such proceedings in an improper time.

In order to make society benefit more in deed, the government should consider how to strengthen the bilateral communication with people. Since television is merely single way from government to citizen without the return way. Even if people could watch government at work, they cannot reflect their idea and opinion to government.  And the goal and function of government is to serve people, afford a stable society and let people live a better life, therefore the voice from citizen is vital for government to draw and adjust their blueprint. Thus what is more significant is how to make people take part in the government proceedings rather than watching them ongoing.

In balance, televising certain kinds of government proceedings will contribute to the development of society, however it cannot be expand to all government procedures. Simultaneously, government should take measure to listen to the response of people and enhance their bilateral communication, which is beneficial the society much.
