    There is no doubt that being the leader of a group requires many kinds of abilities superior to other people. Sometimes, these leaders especailly those top ones have to keep high ethical and moral standards. But whether, as has been presented by the statement, these ethical and moral conditions should be the highest among all the groupers and whether those excellent officials should keep his highest ethical and moral standards are both difficult questions for us to discuss. In my point of view, sometimes the highest ethical and moral standards are do essential for a leadership in some professions and sometimes not. Then I can discuss this respectively.
    To some professions, the highest ethical and moral standards among all the  individuals in a group are indispensible. The most typical example is the leadership of a nonprofit organization. Sometimes, this kind of organizations is dealing with some chartible issues, like supporting orphans somewhere or provide refugee with essential provisions. Another kind of these nonprofit organizations is a international group which aims to preserve unpolluted environment or preserve wild animals in danger.  In this case, the aim of these organizations is to help those people in trouble with moral spirit. And certainly, the leader of this kind of charitable organization have to maintain the highest ethical and moral standards. Other professions in which leaderships require higher ethical and moral standards include educators, judge of a court, police officers and so on. Without the highest ethical and moral characteristics, the leaders in these fields can not effectively lead the group.
    To other professions, supreme ethical and moral standards are not essential. For example, the leadership of a company in commercial competition. It does not mean that these leaders in companies do not need high ethical and moral standards. In fact those leaders with very low ethics and moral can not manage the company effectively. It only means that sometimes highest ethical and moral can not definitely leads to the victory of a commercial competition. For the aim of profit, some ethical or moral issues can be discarded, that is the definite result of commercial competition. Extremely, sometimes leaders of companies do not need any ethical or moral standard in a competition. In that condition, we can say, the only rule in this field is law, which is the bottom line of ethics. Another example is a governor, especailly president or a top military officer who do not need the highest ethical and moral standards. We can say that any war is wrong for the reason of morality. But in order to protect right and automony of a country, discarding of ethics and morality is essential for battle leaders. Then we can see that not all the leaders need highest ethics and morality and many leaders even do not need any ethics or morality at all, I mean to their enemies.
    As long as humankind still have evil wills, every individual in the world can not be purely seraphic. Some examples can show us that not all the effective leaders maintain the highest ethics and morality. One of these examples is Clinton, the former president of the United States. As the exposure of his sex scandal in White House, the president confessed and apologized for it. But we can see that he is a great leader who had led American people to a optimistic financial condition in his terms. Thus, we can see that some leaders do require the highest ethics and morality but without them they can be an effective, if not the most effective, one either. It looks like a paradox, but it is the fact.
    Given the discussion above, the statement tells us something true that some leaders must maintain the highest ethics and morality. But it is false that not all the leaders in our world need them.
