There is always a heated debate on what the government's role is.Some people credit that government should be responsible for regulation on economic development,while others feel that it is environment protection that calls for more attention from government.Government, no matter which country  it is in, finds it a hard time hitting a balance between these two concerns of its people.But considering the character of economy and the relation between environment and economy, I would like to emphasize government's role in environment protection rather than in economic development.

Undoubtedly the mechanism of economy is fascinating.As economists put it, there is an invisible hand behind all those trades and transactions so that the economy itself reaches equilibrium efficiently.This equilibrium, free from too much interference of governments, benefits all those involved in it and enhances the well-being of the whole society .The measurements government can take are very limited: to punish
people
who harm the economy, to help the poor unemployed, to share information between participants in economy,etc.Most of the time the economy finds its own way towards efficiency in allocating resources.

Another reason, apart from the character of economy, lies in the dedicate relationship between environment and economy. It is in the Nature that we live, it is on resources from the Nature that we erect our temple of civilization.Without coal, glass, we cannot race into the Industrial Rvolution in the 18th century;without grass, water, we cannot raise our cattles and sheep; without sun and fresh air, we cannot stay in physical health.Then how can we carry on with our economic growth? Flourishing as economy may seem, it is in fact fragile and cannot endure without well-preserved environment.

It is high time for us to reckon again on  government's role in economy and in environment. With environment the foundation of prosperity and in badly need of attention, I believe governments should take their action to preserve our environment now.

虽然说经济和环境还是都兼顾比较好，但是我觉得那样写不太好写，两方面都要谈，所以这里着重强调环境，顺便推崇一下“市场有效论”（古典经济学的观点，虽然不全对） 呵呵 希望大家猛拍！

句式多样化并且有一些复杂程度，不过一些用法还值得讨论，我给你指出了一些，但我也没有把握，可以和你再讨论。
结构和说理也挺完整，硬要指出的话两个reason是不是短了一点，你开头那么长，有点头重脚轻。

google了一下 应该是strick a balance 当时想到就用了 记错了
take some measurements是采取措施的意思 eg:Take measurement to overcome the barrier for exporting to Europe.这词组说实话从高考用到四六级一直在用没问题 但还没怎么查过，网上还真难找，这个例句是网上的，不过大多数情况下用的take some effetive measurements
最后一段的错误你改的很好 我还真给忘了
it is a hard time 好像还比较常见吧 网上搜了一下 一般都是have a hard time to do不过我找到一篇It's a hard time to be a charity
