题目:ARGUMENT137 - The following appeared in an editorial in the Mason City newspaper.
"At present, Mason City residents seldom use the nearby Mason River for any kind of recreational activity, even though surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation. Since there have been complaints about the quality of the water in the river, residents must be avoiding the river because they think that it is not clean enough. But that situation is about to change: the agency responsible for rivers in our region has announced plans to clean up Mason River. Therefore, recreational use of the river is likely to increase, so the Mason City council will need to increase its budget for improvements to the publicly owned lands along the Mason River."

In this memo the editor of Mason City newspaper (MCN), which may be a chief newspaper in the Mason City, recommends that the Mason City council should increase its budget for improvements to the publicly owned land along the Mason River. To support this recommendation the editor cites the following fact about Mason City: (1) surveys of the region's residents consistently rank water sports (swimming, fishing, and boating) as a favorite form of recreation; (2) there have been complaints about the quality of the water in the river because it is not clean enough; (3) the agency responsible for rivers in Mason City has announced plans to clean up Mason River. Close scrutiny of each of these facts, however, reveals that none of them lend credible support to the recommendation.
First, the surveys consistently rank water sports as a favorite form of recreation do not necessarily indicate that Mason City residents would have interest on the Mason River, or that these residents are interested on the publicly owned lands along the Mason River. Perhaps they are found of artificial facilities, as the swimming pool and artificial lake. Or perhaps they are just interested in the famous rivers in other cities or other countries. In short, without ruling out other possible reasons for the surveys the editor cannot convince me on the basis of them that the relational use of the river is likely to increase.
Second, the editor assumes further that the complains of the quality of the water in the river is about to change. Yet the memo contains no evidence to support this assumption. Lacking such evidence it is equally possible that the residents of the Mason City have a strict standard on the water quality. In fact, perhaps the quality of water is suitable for drinking is finally what they want, which is totally idealism.
Thirdly, even if the Mason City residents' complaints about the quality of water is acceptable, the announcement of clean up Mason River by the agency which is responsible for river is little indication that the Mason River will soon have a different appealing. Perhaps the clean up costs a lot of money, which the government could not afford in recent years. Or perhaps the whole clean up action is huge that it takes many years to establish. Besides, whether or not the announcement is going to carry out is uncertain, for the action may cost a large amount of money which is directly get from the Mason City residents.
Fourth, the improvements of the publicly owned lands along the Mason River may have noting on the recreational activity of the residents. Perhaps the privacy owned lands along the Mason River has been already well established, which is popular and cheap. Residents may prefer to go there instead of public owned lands.
Finally, even the Mason City residents are strongly interested in improvements of the publicly owned lands along the Mason River, the recommendation rests on two additional assumptions: (1) that this interest will continue in the foreseeable future, and (2) the Mason City residents will prefer publicly owned lands along the river over the privacy lands along the river, any other artificial lakes and swimming pools. Until the editor substantiates both assumptions I remain unconvinced that the improvement to the publicly owned land would be profitable.
In sum, the recommendation relies on certain doubtful assumptions that render it unconvincing as it stands. To bolster the recommendation the editor must provide clear evidence--perhaps by way of local survey or study--that Mason City residents who prefer water sports, and especially which water area do they prefer, what is the real situation of the water of Mason River, how will the agency clean up the river. To better assess the recommendation, I would need to know why the river water is unclean, and why the residents of Mason City like water sports. I would also need to know what effects the improvement of the publicly owned lands along the Mason River. |
