第十三次作业

Do you agree or disagree with the following statement?
Drivers should pay a fee to be allowed to drive on the city streets during the time when there is the greatest amount of traffic. Use specific reasons and examples to support your answer. (07.1.14)

Traffic problem is indeed of a real headache to many cities’ government. However, should we take any type of measure to decrease the excessive amount of traffic, such as charging for driving on the city streets during the time when the amount of traffic is greatest, in spite of whether these kinds of measures are reasonable or they are the most appropriate solutions to the problems? In my opinion, whether a piece of measure could be taken is due to its own rationality and an effective evaluation of its potential impact.


My first contention with this issue is that whether it is reasonable for drivers to pay an extra fee in order to drive on the city streets when they have paid tax for using them. The issue seems implies that traffic jam totally attribute to drivers’ decision on what time they choose to go out. However, we may ignore some more important reasons that attribute to the traffic problems, such as bad street conditions, irrational road layout and so on. And maybe the most obvious causation is the working time with which all of citizens have to comply. People are at the same time on duty and off duty, which leads to a great amount of traffic. If all of these possible are existent, charging from drivers could not only arise dissatisfactions and critics, but even also cause more severe social problems.

More over, even drivers could accept this measure; the traffic problem might not be definitely resolved. First, if most of drivers that result in the traffic problem are workers, then they would go out at the certain time regardless of paying fees, which has noting to do with helping resolve the problem. Second, it could be difficult to define the period of largest amount traffic for the reason that drivers could adjust their time to go out. If drivers want to avoid the fee, they might choose another time which could be another new traffic jam time.

In sum, I do not think the issue provides an effective resolution to the traffic problem. As what I have said, only after considering all the possible disadvantageous factors and answering a question whether it is practicable, we could find a valid conclusion to the issue. Besides, I believe that the method in the issue must be not the only way to the traffic problem; maybe we could find some other more effective ways.
