Drivers should pay a fee to be allowed to drive on the city streets during the time when there is the greatest amount of traffic.

With the development of our society and economy, more and more Chinese people become rich and buy new cars. In their mind, owning a car represents their social status and wealth. However, because of rapid increasing of the amount of cars, traffic problems are aroused accordingly. Some people think that driver should be responsible for traffic problems, and pay relevant fees during the rush hours when traffic jams occur. From my personal perspective, however, I do not think it is a necessary way for driver to pay the fee to solve the traffic problems. There are following reasons.

Firstly, paying money is not an efficient way to solve traffic problems. In China, most people, who own a car, are often very rich, and they do not care about spending money to drive car. These drivers are willing to pay money to drive on those city streets which are most convenient for them to drive, even they know that driving there will cause traffic jam. My friend Jim is an example. In my city, drivers are required to pay "driving fees" when they drive to certain areas during 5pm and 6pm. Actually, Jim has paid this fee for 2 years, and he tells me that he would like to pay this fee because the streets he drives during the rush hours are the nearest ways for him to go home.

In my opinion, the best way to avoid traffic is that government should pay attention to the improvement of city infrastructure and transportation ways, for instance, building roads and expressways, and improving buses and subways. The reasons that causing traffic are varies. I think the most noticeable reason is that our city's infrastructure is not built very well. For example, roads are very narrow. So, if the government prefers to re-build those old roads, make roads widen, and/or build expressways, drivers will have more choices to drive, and the pressure of certain areas or streets will be decreased accordingly. Also, along with the improvement of buses and subway, more people would like to take these public transportation ways to go to work. Furthermore, educating drivers and making they have more senses about traffic regulations are another effective way to avoid traffic problems. Traffic orders shall be abided by all people. I believe that with the great efforts of government and people, our city's traffic problems will be solved soon.

All in all, let me repeat my opinion: it is unnecessary that driver should pay a fee to drive on the streets during the rush hours when there are traffic jams.
