To be an effective leader, it's important to maintain higher moral standards. Only embraced with this standard, he or she would set an example for people; be careful about the power, prevent the abuse of it; and work for the welfare of people, rather than his or her own interests.

What deserves our attention is that morality in politics is somewhat different from morality in daily life. Rhetoric is acceptable, as long as it does not escalate to outright lying. Complete honesty would not help sometimes, even could cause pandemic panic. For instance, Roosevelt kept a secret from the public that the research of atomic bombs was in process. While his intention was not to invade other countries, it is the born of atomic bombs that brought about the end of the World War II. We can't say that Roosevelt wasn't protecting his people. Rather he's protecting innocent people all over the world.

In addition, maintaining a high ethical standard is also of crucial significance. Ethical standard means getting rid of prejudice or discrimination when dealing with political issues. As the prosperity of the world, people are more mobile than ever around the world. Nations are with various ethical groups, which embrace different ideas, religion, convention, etc. Only when the official leaders choose to respect them and treat them equally, majority of people would be confident and trustful in the leader, thus insure the effectiveness and efficiency of policies. For instance, the United States is a country with peoples which based in different regions. The African Americans, Chinese Americans, etc. live in harmony. The general social order is smoothly kept due to the fair attitude taken by the ruling group toward the minor peoples or immigrants. It is also know as a melting pot which means the country is accepting cultures and intellectuals all around the world, which push the prosperity of its economy and its culture. Recently, Zhao Meixin, a Chinese American is selected as an official member in the senate. It's a proof that strengthens the equal concept processed by those official leaders in the States.

It should be made clear that even with the highest moral and ethical standards; one would not be an effective leader without outstanding leadership, insightful knowledge and working capabilities. All the qualities mentioned above are necessities to official leaders. Any action taken by the officials would do great effect to the people, whether it's proper or not to be applied should be pondered carefully by the leaders. Without insightful knowledge or opinions from other outstanding intellectuals, the decision would not be wisely made.

What's more, I reject to use the word "most" in the argument, as the leaders are a part of common people who are chosen to be a social servant; it's not necessary to or shouldn't use the word "most" to distinguish them as if they are not of one kind. It somewhat mixed with the feelings of prejudice and the elitism thinking path which we should prevent.

In sum, only when the official leaders maintain the higher ethical and moral standards, people would trust in them, and thus insure the effectiveness of policies. And it's important to distinguish political morality and daily morality. Besides, other qualities like leadership, knowledge, and capacity are also required to be a good leader.

整体而言，整篇文章结构显得非常的奇怪，相对一般范文来说，有几个意见
1.        第一段的写作手法更接近去诠释而非定义，但是就文章安排来说这段用定义更显得有优势，可以改一下
2.        第二段稍显长了，可以断一下，而且文字也比较啰嗦，具体的意思的论证比较绕。建议重新厘清论证逻辑
3.        最后一段那个argument，很扎眼
