The speaker asserts that it is necessary for a public official to be an effective leader to maintain the highest ethical and moral standards. In general, I agree with that it is essential for a public official to keep high ethical and moral standards in his or her mind. However, I think it is not practicable to main the highest ethical and moral standard.

To begin with, keeping high ethical and moral standards can guarantee a public official always gives the highest priority to the interest of people he or she lead which is the most important character of an effective leader. The world of today is filled with allurements. It is hard to explain a public official will always take into account the interest of people he or she leads, when faced with various allurements. Simply put, you are a mayor of New York. And if you are selfish. What would you do when your brother and another people who were more suitable than your brother compete for a project of New York and the result just is determined by you? Help your brother achieve the project or still make a rational decision? Obviously, a selfish official will choose the former. In sum, we cannot expect a public official who has ethical and moral flaws could be an effective leader.


What's more, it is necessary to maintain the high ethical and moral standards for a public official to achieve the support of people he or she leaded. In a democratic country, public officials should be elected by all the people he or she lead. If a public official is proved having some ethical and moral flaws, he or she will lose the belief of people which resulted in he or she having no change to be leader for a long time. We can see no further than the Watergate scandal, in which Nixon, the American president at that time, was proved to lie to public and took various measures to cover his crime. The result was he had to resign the position of president and became the first and only president in American history to resign during his term of president. Another example is Clinton’s sexual scandal, which also seriously damage the President Clinton's prestige. Clinton's dishonesty also made him being laughed at by people all over the world. Nixon and Clinton all failed to be a effective leader contributed to their flaws in ethic. The two examples proof what important keeping high ethical and moral standards for public officials to be an effective leader.

However, we should also realize that the requirement of maintaining the highest ethical and moral standards is too high to practice. What we needs is an effective leader but not a severe moralist. Sometimes, an effective leader must to do something which may be harmful to others. We all know wars can cause damage, deaths, and ruins. However, sometimes the leaders of a country have to do it even the purpose is claimed as justice. We can see no further than the Iraq War, it obviously causes deaths of both American and Iraqi, but the president Bush still started the war. Although the war is controversial but a public official who has too much sympathy will may not be decisive enough to do it. In sum, an effective leader sometimes has to do some cruel decision, which may conflict with the highest ethical and moral standards.

To sum up, maintaining high ethical and moral standards plays an important role in a public official's political life. It is necessary for the official to be an effective leader. However, the requirement of ethical and moral standards to public officials should be suitable. Otherwise, it will be the barrier for the official to serve the public.

Latter is better than never.
