Clearly, the government faced a dilemma: it could hardly_____ trials, especially in the absence of irrefutable evidence, but it also would not welcome, in the midst of war, the scandal that would arise if trials were avoid.
A. be keen on
B. be inclined to
C. arrange
D. dispense with
E turn its back on
F credit.
后面这句是说trials should not be avoid, 那么根据but的转折结构,前一句的意思应该是trial can be avoid.所以选dispense with and turn its back on?
