------题目------
It is impossible for an effective political leader to tell the truth all the time. Complete honesty is not a useful virtue for a politician.
------正文------
The speaker claims that an effective political leader cannot tell the truth all the time and complete honesty is not a useful virtue for a politician. I agree with this assertion insofar as at times politicians have to withhold some information in order to be effective. However, at the same time, we should also be aware that honesty is a necessary trait whose significance should not be overlooked.

First of all, we should not require political leaders to reveal their entire personal situation. After all, political leader is also a normal person who also has some private information that he or she do not want to be revealed to public. We should respect this right. Moreover, at times hiding personal flaws or character drawbacks is necessary for an effective political leader. We choose them as our leaders to determine crucial social policies, design our future society and other important but difficult tasks because we confirm that they have sufficient intelligence, courage and high moral virtues which make them stand out as effective politicians. In common people' eyes, political leaders have more abilities to make better decisions for us than ourselves. But if we are told that in fact the political leaders are not as good as us imagined, the leaders’ authority is seriously undermined and would inhibit their efficient work. On the other hand, to some extend, political leaders are our spiritual backbone. Faced with a dangerous social problem, we are protected from fear by the belief that our political leaders would deal with it very well because they are strong enough. But what would happen if they tell us that they are also fear scared by the problem and cannot propose an efficient solution? The end result is a public panic.

When it comes to political events, at times, an efficient work also requires political leaders to withhold the truth. A fitting example is the recent Chinese financial policy. Chinese government had announced to increase the value of RMB. But in fact as early as one week ago, this decision had been determined by political leaders. Why should they postpone this message? Because government need sufficient time to prepare to deal with all possible consequences brought about by its new financial policy. Moreover, if this truth was revealed earlier, some speculative investors may collect huge number of RMB and then transform them to Dollar a week later. This kind of behavior would inevitably seriously undermine our economic security. So our political leaders should not tell that truth to public until some necessary preparation has been made.

Notwithstanding above reasons why at times political leader should withhold truth from public, we should not neglect the fact that trusty is a basic requirement of democracy. Although we allow some freedom to political leaders to betray this requirement in special circumstances, it not means that these political leaders could use this freedom arbitrary. To prevent the emergence of dictator like Hitler, in most cases, political leaders should tell the truth in time.

In sum, as the basic requirement of democracy, trust is an essential trait for effective political leaders. But we should not require them to tell the truth all the time which may impede their effective work.
