Thank you for your email and your interest in the Harris
School. First I'd like to clarify that we do not offer any
degrees, masters or PhD, in Public Administration. We offer
a Masters or PhD in Public Policy. Some use the terms public
policy and public administration interchangeably but there
are differences. If you are looking for a public
administration degree, the Harris School would not have that
program.
As for your TOEFL, as long as you have studied for at least
one acadmeic year in the U.S. within the last 5 years you
are exempt from the TOEFL or IELTS requirement. Our average
GRE scores for the PhD were 780 quantitative and 740 Verbal
and the average GPA was about 3.8. This year I received 125
applications, we expect to admit six students in the PhD
program. When considering applicants for admission we look
at many factors, primarily we look for people with strong
academic ability and diverse backgrounds. I wouldn't
suggest transferring, just do the absolute best you can
where you are. There are many good PhD programs, your goal
will be to find the one that is reight for you. I hope this
