56"Governments should focus more on solving the immediate problems of today rather than trying to solve the anticipated problems of the future."

提纲:
1.“远水救不了近火”,政府解决当务之急能取得短期的成效,缓解当前的矛盾,巩固政权,维持社会的稳定和持续发展
2.但是,解决将来预期的问题是避免发生当务之急的根本途径;不考虑长远的问题,将会使政府疲于应付不断发生的当前问题。
3.政府精力有限,应该根据实际情况分配注意力,而不应该草率的下结论。

I agree with the speaker insofar as that government should focus more on solving the immediate problems of today in order to survive in the short term. However, trying to solve the anticipated problems of the future is just as crucial and essential- if not more so- for long-term to avoid or decrease immediate problems from happening.

"The water in a river far away can never put down the near fire", the adage tells us that we should pay more attention to find the solving approach to the critical matters currently, not to extend our minds to the future. When it comes to the government, it shares the same principle. For the sake of calming down the current contradictions, keeping the development of society steadily and persistently, and reaching the short-term effectiveness, government should focus on settling the immediate problems. Take an immediate problem in China for example, the Gini Coefficient-an economic sign-of China had exceeded the international alert line of 0.4. It has increase to 0.47 nowadays, which means that the gap, money owned, between the poor and the rich is broadening. This is really an urgent matter for the government, because the poor are not borned, it must be something not right in the society. So, the poor maybe gather together to protect themselves. In this condition, government surely pays more attention on solving the poor and the rich problem and takes care of each class's benefit to "put down the near fire".

However, trying to resolve the anticipated problem of the future is the fundamental way to avoid or reduce the immediate problems. Moving the example above on, the reason why the poor and the rich problem came out dues to that the government hadn't worked effectively on the maybe future problem-the broadening gap-before the problem was getting worse enough to attract the attention of the government. In short, if government does implement certain policies, such as more reasonable personal income tax, effective transfer pay or better welfare to resolve the future problem, it would not or at a sight probability confront the poor and the rich, immediate, problem. Exactly speaking, current problems will arrive one after one, if government does not take anticipated future problems seriously. So I tend to hold the idea that government should focus more on the future problems.

Above all, I don't mean that on account of trying to resolve the anticipated problems is more essential, government has to focus more on them all the time. It has to coincide with the practice. For example, if the country is in urgency, such as the Asian Financial Crisis broke out in 1997, the Flood of China in 1998, USA Under Attack in 2001 and so on; government of Korea, Japan, Singapore, China or America should accumulate the whole of their focuses on the immediate problems of course and regardless the future ones. Because these problems have been threatening the safety of citizens, exist of government and even the stability of the country. It's no hesitation to concentrate on the present problems at these moments, tomorrow problems have to be suspended. To sum up, although future problems are a bit more important, government can not be of absolutization when distributes its limited attentions.
