Just tell him you can afford your study by your own funds.
Ask him whether he would like to accept you to join his group, cause you're interesed in his research topics.

这说明那个教授基本想要你，但是TA只能免掉你的学费，你的生活费得另想办法。所以他要你去申请国际项目，里面有MEXT等奖学金项目，你可以申请。
但是他不是特别想要你，不要然他会自己主动跟你联系奖学金的。
