Just as with econ rankings, I'm sure everyone has their own subjective rankings. But I think a general consensus in ARE is that the top three are:
1. UC-Berkeley
2. Maryland
3. UC-Davis
Depending on your field, the ordering might be different, but those three are typically at the top. Below that the rankings get a little murkier, so I think of a big pool of second-tier schools in no particular order:
NC State
Iowa State
Cornell
Wisconsin
Ohio State
Purdue
Minnesota
Depending on your fields, some of these schools are considerably better than others, but I think the average ranking of them is roughly the same. I'm sure others will have different opinions, so please feel free to chime in with your own rankings.
Other than Berkeley, which does not have an MS program, I think an MS from any of these schools would help your application and give you a better shot at getting into an ARE PhD program. As I said before, I'm less certain of the effect of an ARE MS on admission for an econ PhD.
